THE AWARDING OF THE ROAD BIDS. ; did the right thing in awarding the paving contracts as they did. When the bonds were voted, fully seventy-fiv- e per cent of the people under-stoo- d concrete were for roads, as that particu-- ; they voting of the various commit-tee- s lar type had met with the approval appointed to investigate paving conditions generally throughout the nation. - The great difference in the cost of the two types as expressed by the bids submitted, was a surprise to everyone; especially so we believe to the pro-- , imotera themselvesr Why a pavement with less cost by over fifteen hundred dollars for materials in a mile of construction, should cost the taxpayers over twelve thousand dollars a mile more to obtain is something rather hard to under- stand by anyone. However, we feel to congratulate the commissioners upon their action, and sincerely hope that v . they will not only expedite the construction of the new roads, but see to it also that they are properly and sub- -' stantially built and when completed cared for and maintained as they should be. Hundreds of thousands of dollars have been expended . r n this state for concrete roads, which through lack of maintenance and ordinary attention have been allowed to get ihto a condition altogether unnecessary had the policy of those responsible been as it should have been. Utah county can be made famous by its adoption of a standardised system of concrete roads; Wayne couifty, Michigan, is known the world over in this respect, and Detroit has much desirable advertising from this source, ' "Concrete roads like everything else "worth having should be given constant and intelligent attention, which in turn will assure the taxpayers efficient service and full value for the money they have invested. This type of construction for roads has become universal wherever heavy traffic conditions prevail, and Utah county can well afford to follow the precedent established by those "communities throughout the country which have profited by experience. Build these roads as they should be built and give them i proper annual maintenance and the people of the county who are paying the bills will appreciate more and more as they use them, the wisdom of your choice. We ivire at a loss to know just why this is done after every con- ert, as the tabernacle lawn provided an excellent place for-th- e band concerts during the summer and other open air 'exercises. We would suggest to the city commission and our stake i officials that a permanent stand be built for our summer concerts and if possible that benches be provided for the aged people and those who do not, care to sit on the grass and cannot stand up during the concerts. Attention is being called to a recent incident in the iftigliah house of commons to illustrate how the United States would be hampered in her strictly national activities were she a member of any league of nations such as proposed by Mr. Wilson In the Panama canal rone is a traalf island, the property of the United States, known as Taboga, which the United States intends to fortify for the protection of the canal. There is no question as to the American ownership and it is as much the. property of the United States as is an island in the Mississippi river. Now in the house of commons the other day up rose a member. Major Lowther, who made inquiry as to whether the attention of the English government had been called to the proposed fortification of the island by America and bewhether it might not be a proper matter to be brought v fore the league of nations council. Of course since the United States is not a member of the league and since we are doing what we have the un- deniable right to do for our own protection and the protection of all the Americans under the Monroe Doctrine, we shall pay no attention to the inquiry, but if we were a member of the league as Mr. Wilson would have us, and were allowing the nations of Europe to run our affairs on this side of the water, we probably would have nothing to do but allow that part of the canal to go unprotected. And as Great Britain would have six votes to our one in deciding the matter, it is more than probable that we should have to ask England's permission to construct the fortifications. It isnt at all a pretty thought. TOM MIX v - - J -- ble, steps were taken today tor the Count3r Hard,nf ,0r club.
