VALT BATTLE House Vay3 Cliaircnnn Kitcliiu anl Means committee announces that a majority of his committee will report an' omnibus reenue bill, which will include for a tariff commission, legislation and prohibition of unfair High duties on importations competition. of dye stuffs for five years are to be imposed, with provisions that after that time they are to oe reduced to a basis. The revenue part of tbe bill will ax-o- ncontain-a- -t the manufacture of. munitions of war, -- a- tax on inheritances and an increase of the supertax on "large incomes. All the so called war tax is to be retained, except the stamp levy on notes, mortgages, telephone messages,,, bills of lading an othcrihst rument s; Mr. Kitchin believes that the Kepubli-can- s will be so averse ter some features of the revenue measure that they will be put in 'the "position of voting- - against the tariff commission idea- ,- which -- they originated. Consequently, he looks upon - the omnibus bill as a piece of brilliant political strategy. But Republicans need not be alarmed. The country will not only recognize the trick, but it will readily see that the entire bill is a campaign document. A federal inheritance tax is of doubtful validity and a munitions tax is questionedableon legal and other grounds, since it would make the government-actively interested in the success of a contraband business which it is supposed merely to tolerate. As far as the tariff is concerned, Democratic folly is traditional. The free trade and tariff for revenue obsessions will present the Democracy from dealing wisely with the tariff. The stressing of g legislation, after rejecting it in 1913. illustrates Democratic limitations.- - "Democrats are unwilling to protect American manufacturers and American laborers from products made by pauper labor, unless there is criminal intent to undersell American products inorder-t- o establish a monopoly. A tariff commission, appointed by a president opposed to protection and unfortunate beyond most of his predecessors in the character of his general federal appointments, would be of little value- ,- Republicans need not hesitate to vote against the omnibus bill after failing to amend it satisfactorily. Although there is hut a partial agreement of claims at this writing, one of the greatest naval engagements in history has just been fought in the North sea. Details are lacking and when received they may not he as thrilling as those of naval battlesJn other days, when ships were lashed together and seamen fought each other hand to Rand and eye to eye. Spectators at a distance have tohl of the crash of cannon, deafening as an electric storm in the tropics. But the most impressive part of the report is the es timated tonnage engaged and lost. The only comfort Great Britain finds is in tbe fact that its fleet instill much larger than the known fleet of Germany, that it has protected Hhe landing of troops, that it has driven German commerce from the easand Jhat it stilljnaintains a generally effective blockade. Until tbe blockade is broken and Germany again has access to tbe seven seas, the British navywill have performed its chief function. It is too early to draw naval lessons until the details of the fight are available. But some facts stand out.
