The City Council met in adjourned session Monday evening. After a long struggle lor a chairman, Councilor Maiben mounted the rostrum, and presided with dignity over the deliberations deliber-ations of Provo City's legislative body. The following communication was received from Mr. T. E. Thurman: To the lion. I am and still will be of the opinion that in so doing you were relying upon the city ordinance fixing the term of office for one year, and overlooking l lie amendment amend-ment to the Charter, which prescribes the term of office for ail city officers lobe for two years, and in view of tfie fact that in five instances, the sme persons were appointed to the same offices to widen they were appointed ap-pointed in March, 1S90, I did not conceive that the appointments of March, 1891, were intended as removals. re-movals. Mr. Scott did commence action in quo warranto against me for possession posses-sion of the office, and books, etc., pertaining per-taining thereto, but on a hearing ihe court declined making any order, leaving leav-ing the matter .entirely "in your d.s-cretion. d.s-cretion. I can only add that, as the matter tands, I am impelled to gay that if you will determine that you intended, or now intend my removal. I shall cheerfully acceed thereto, and will deliver de-liver the public property in my charge to any person to whom you may direct it to be delivered, or to take any other legal action that in 3Tour discretion may be appropriate. Very respectfully, Thomas E. Thurman, City Watermaster. On motion of Mr. Dixon, the communication com-munication wns laid on the table. Applications of Raw Jin & Gray, II. Harrison, and Smith &. Pitt for renewal re-newal of liquor licenses, were granted. The petition of Jas. Thompson and seventy-two others, asking the bu ild-ingof ild-ingof a plank crossing across seventh street, on the west side of H. street, was granted after a severe struggle and a ''close shave." Thefollowingclaims were presented, allowed and amounts severally appropriated: appro-priated: William II. King, city attorney. $125; First District Court, cost bill "in the case of William Carroll vs. Provo C.ty, $51.70; Marion R. Hill, ten days services ser-vices as matron of city jail, $10; A. i . Ferre. tending fire department team, etc.. $16.20; T. E. Thurman and Walter Scott, services as water master and deputy during the mouth of February, $66. Upon motion of Councilor Glazier, a gravel crossing will be constructed over Seventh street on the east side of E. The matter was so referred. Mr. Liddiard moved that the committee com-mittee on streets and a leva be instructed in-structed to have the electric lijiut at the intersection of Eleventh and E streets removed to Tenth and E streets, and the electric liht at the intersection of Ninth and E streets to Eighth and E streets. Carried. Tne communication of ex-Water-ruaster Thurman, introduced at the beginning of the session was then taken up and earnestly discussed. Finally the following motion, submitted sub-mitted by Councilor Dixonvvas carried. Resolved, That it be the sense of the council that the action of this body in appointing Mr. Walter Scott on "the second day of March, lS91,to the office of watermaster in and for Provo citv. be confirmed, and that Mr. Thomas E. Thurman be instructed to immediately immediate-ly turn over to said watermaster, Walter Wal-ter Scott, all books and property belonging be-longing to said office now in his possession. pos-session.
