Foundation Releases Tax Report on 70 Utah Communities (UPI) -a private SALT LAKE CITY The Utah Foundation, tax research organization, has good and bad news for taxpayers who live in Utah's 70 largest cities. The good news is property tax mill rates declined in most Utah communities in 1984. The bad news, however, is the property tax burden for most individuals and businesses in the state still increase by about 7 percent. Property taxes are determined by two separate factors: the assessment or valuation placed on the property for tax purposes and the combined mill levies imposed by various local units of government that use the tax. The Utah Foundation said most of the state saw assessments rise 12 percent dre to a Utah Supreme Court decision that led to a change in property tax laws.
