Approval of a proposed bill creating "county service areas" was voiced Monday by Utah County Commissioner Verl Dixon, past president, Utah Association of County Officials, and member of the state association"' legisla ' tive committee. Currently, unincorporated, sub urbs are getting a free tax ride, he said. The proposed bill would make possible county districts in which residents would pay special improvement taxes' for 'f services. The counties have objected to furnishing such "city" services to suburbs beyond city limits on grounds county taxes are paid by ''farmers who don't want the improvements;: twice taxed city residents," (already paying both county taxes and city taxes for their own improvements); and by industry. Commissioner Dixon said he felt it would be '"more equitable" for those getting the services in the county to pay for them. Commissioner Dixon said he saw "no advantage to our coun ty" for proposed bills which would switch budgeting from the calendar to fiscal year; and make the posts of assessor and surveyor appointive. He said he did approve a proposed amendment which would require county surveyors to be licensed surveyors (as is the case in Utah County).
