Show American Fork Creek Receives Fund Proposal - AMERICAN FORK City Council has created a Special Improvement District to help pay for half a million dollars in improvements to the American Fork Creek. The district will allow the city to levy special assessments against owners whose property will benefit from the improvements. The city has scheduled a general obligation bond election Feb. 28 to get voter approval for the sale of $550,000 bonds to use to prepare the American Fork Creek channel so it can handle the spring runoff and control the flocd waters which flow through the creek to Utah Lake. Property owners share of the costs are not to exceed 10 percent of the total cost of the project, or no more than $55,000. At a meeting prior to council meeting Tuesday night to hear or receive protests about iorth County the improvement district only one was received. Mayor Malcolm H. Beck ex- protest plained there are 50 property owners involved in the special improvement district, with 6,000 lineal feet of property abutting the creek. Only property owners who receive direct benefits. (those along 700 N. to 200 S.i will be assessed. If the bond election fails the special improvement district will be dissolved because 'one is no good without the other' and there will not be enough money to construct the concrete channel and fencing. The city will do as it has done the past 100 years and clean out the channel, after March 1. Beck said, and hope it doesn't rain. Mountain Bell employees Frank Sutera and LeRoy Richardson couldn't say no when a plea for help went out to feed the deer near Deer Creek Reservoir. "The first night we went in on the snow cat to feed them, there must have been 50 pairs of eyes the deer were looking at us just standing there in the middle of the road. They were so hungry that they ate the pellets right out of our hands," relates Sutera, cable repair foreman. Mountain Bell employees in Heber and Park City became interested in this project when it was learned that due to track damage it was no longer possible for the Heber Creeper to take food into the area to feed the animals. Concerned about the situation, Richardson, Mountain Bell facilities technician, went to Sutera and suggested that he and other members of his work crew use their own time after work and on weekends to get feed to the deer. ' Sutera got permission from Mountain Bell to use the company's snow cat which is prsently being used to haul trees and pellets into the Deer Creek area.
