The bill was drawn up by prayer proponents and American Civil Liberties Union attorneys. It reaffirms federal court decisions banning mittee endorsed the bill on an 4 vote Monday and recommended it be passed by the 1993 Legisla8-- ture. ACLU attorney Kathryn ll said her organization is "taking a real gamble" in backing the bill. "We're allowing a statute to be put into place that, given past history, has a real poKen-de- tential to be government-sponsore- d prayer or religious ceremonies in schools, and forbids proselytizing by teachers while acting in their official capacity. It upholds discussion of religion and performances containing religious expression, as long as they promote education's secular objectives. It also would provide for students to be excused from activities or discussions they feel infringe on their religious beliefs or conscience. The Religious Liberties Com misused." She said the risk is worthwhile to quiet fears about possible religious repression, in the wake of a recent court ruling outlawing the Salt Lake City Council's ceremony. Some citizens fear the decision could be expanded to ban everything from Christmas carols in the classroom to comparative religion courses. "All of those misconceptions were fueling what we view to be a disastrous drive to amend the opening-- prayer Utah Constitution," Kendell said. "If by working on this kind of statute we can allay those fears and temper the fervor to amend the Utah Constitution, we will have accomplished a great deal." But Derks Field has disadvantages, said Earl Santee of HOK, . worked as a volunteer with Northwest Medical Teams at Wajir, 12 miles from the Somalia border. Her team returned to the United States last week, but she remained to train a new group and hopes to return to Utah next week. Each day, relief workers see children dying, she said. Intravenous fluids and antibiotics needed to treat a virulent strain of diarrhea have been depleted. Near Wajir recently, marauders attacked a camp of nomadic and stole goats and sheep. Ten men were killed and eight women and a child were maimed. The injured died because of the lack of antibiotics, Bagley said. So-mal- is thought they completed the feat.
