It will be observed that these activities are varied and cover the work necessary . for a consistent and "safe growth. It la preferable to hold a sane balance in city growth, as it is In individual growth. People are Inclined to develop certain faculties at the expense of other important ones, which if brought out later requires additional effort and application, as cities are we lengiueued shadows 01 tne peopie who accomplishments t- thom thla mtme thine la ant to happea to them If care in development JS not, exercised. We have tried to bold this balance, and while ,we have endeavored to move forward, we - have felt the necessity of having our structure well anchored that it mny not develop in any particular. TRIBUTE PAID MAYOR'S NEW. YEAR MESSAGE LIFE AND WORK la this, movement a me'nns of ini- proving our general health condi tions. ne nope to continue our "dean town" work with more activity than ever before. We feel good results were obtained in 1933, which will art as an incentive to wage a more vigorous fight on weeds, old barns, delapidated and useless fences, ,..and eyesores in general." We are making progress toward the crystallizing of a sentiment in favor of a clean town, and we in tend not to relax in our efforts until a sansractory ena is rencneu. We are creating a city planning commission that will be in opera tion early in the year. As our city-- f is now going tnrough the transitional period, we feel . that some measures should be adopted to prevent mistakes that naturally would be made if we go along without any definite plans. A great deal of money Is - spent and many permanent eyesores tolerated by most, municipalities in trying to correct mistakes previously made. This would ho doubt be minimized, if cities were built to judging from the present, tone of oiir City we should see in 1924 a very .substantial development in all phases of city life. We should ex perience an increase In our population, just how much no one can now tell; but the increase will depend greatly on the amount of employment we can furnish. - PEOPLE CANNOT ItEHAIX VERT LONG IN A PLACE THAT DOES NOT CHECKS FOR PROVIDE PA THEM. - So our big task is to encourage industries to locate here, and stimulate those we already have. It is the worst kind of business to encourage people to locate anywhere and not have.: something tangible 'to offer them. A harmful reaction is bound to follow. We have sufficient work in sight of a constructive nature to keep us busy. Much of the special improvement work commenced in 1923 is unfinished. We have trees to plant, areas of parking to seed and care for, dressing up of curb and guttered streets. Some streets are yet to be graded and graveled. A great deal of work will be required to put our memorial park in proper shapcWe hppe-- to be able to combine our several working forces in this work in the early spring.
