report from the finance committee in relation to levying a tax and the water works question the committee on finance reported as follows to the city council city your committee on finance to whom was referred the assessors report of the assessment of provo city for the year 1891 report that we have examined the assessment roll and fi nd the assessed value to be as reported and respectfully recommend that there he levied a tax oi 2 mills on the dollar for contingent expenses and 1 mills on the dollar for opening improving and keeping in repair the streets of the city and the council order that the whole tax assessed to open improve and keep in repair the streets of the city for the year 1891 may be paid in labor in conformity as far as applicable with the regulations adopted by the city council may 5 1885 wo further recommend that the assessor and collectors lec tors compensation for the year 1891 be fixed at his labors having been greatly increased on account of the school assessment and collection for which the legislature has failed to provide any compensation E 0 henrichsen chairman in response to a question from mr dixon mr explained that the tax would amount to about alie same as last year the assessment last year was only three mills on the dollar but the assessed valuation of property was over more than this year the city could not get along with any less than it had last year mr maiben further explained that the city was in debt nearly on account of the numerous improvements that had been made and the tax would not much mere than pay this indebtedness and expense of collecting the current expenditures had lately been slightly in advance of the current receipts at present he could not see any additional expenses that could be cut off the mayor favored the idea of knocking off the two half mills he realized the truth of what had been said but the people could not as readily pay a tax this year as last year the report of tte committee was accepted and an order was made in accordance with the recommendations waterworks WATER WORKS the waterworks water works question was con mr witcher jones who was present stated the object of the company in seeding a conference con terence with the city was to see if some understanding could not bo come at whereby the works could be constructed the company desired to construct the works but the city had not guaranteed them any support and the change in the financial condition of the world and of our country in particular was very great and had demoney ma epry hard to get hold of if it was to do over again he would not accept the franchise by any means under the financial situation he know that be had any better offer to make than before perhaps some of the gentlemen had some suggestions to offer if there was no possibility of an agreement there was no need of discussing the matter mr dixon stated that be had not changed his mind he did not care to accept mr jones proposition and he had no proposition to make alie question as to what the last proposition was arose and mr that it was that the city should have hydrants and more if required and was to pay the company as follows first year second year third year fourth vear fifth year sixta year seventh year and for tha thirteen years the reatter per annum mr henrichsen admitted that he had not changed his mind since the last time the question was considered the financial condition ot the city would not warrant much additional expense if mr jones had nothing better to offer his proposition could not be accepted mr dunn had sot changed his mind he wanted to accept mr jones proposition waterworks Water works would be an inducement to capitalists to come here and start it would be a big advertisement ho was in favor of water works even if the tax had to be increased one mill on the dollar maiben believed that the platform he stood on was better than that of the other councillors councilors counci lors who had expressed themselves he had changed his mind and he realized that tha propos ilon of the water works company waa too extensive the city might perhaps manage to pay per annum but no more his hopes aa to the rapid growth nt tha city had been nipped in the bud he now believed beli eyed that the growth of the city would be more alow ana steady mr jones stated that the plans for the original system of waterworks water works comprised some twenty one miles of piping perhaps a more limited system could be put in running along two or three of the principal streets mr liddiard was oi the opinion that aa there had been so much misunderstanding it would be belter to do away artith the old contract and make a new one the city could not accept the proposition made mr blazier had also had a change of mind he had originally understood that nothing would be expected of the city for a or two after acme further discussion mr bunn moved that the matter be referred to the committee on waterworks water works with the mayor added with instructions to ascertain if the present contract with the proto waterworks Water works co could be rescinded and another formulated that should be
