One victory for downtown down-town was the recent purchase pur-chase of the Little London dinner theater which Blan chard helped negotiate. The building has been vacant for some time. He called the theater a "focal point of downtown." It will bring people to the downtown area and help all the businesses. "There's going to be some real fun stuff going on," he said. There are several other buildings in the area Blanchard Blan-chard is looking to attract occupants for. He has also tried to help strengthen and activate the chamber of commerce so that business owners will work together to strengthen downtown. "Pleasant Grove is the third largest city in Utah County and it's not as visible visi-ble as it needs to be," Blanchard Blan-chard said. The conditions prohibited him from using the property as a storage hub for his landscaping business. John Kerr, whose property proper-ty is adjacent to Burnham's, asked the planning commission commis-sion to limit equipment operation, forbidding it on Sundays and holidays and before 7 a.m. and after 6 p.m. on all other days. Barbara Wells, speaking for farmers, argued the city couldn't lawfully keep someone from working on Sundays and holidays, it is a personal choice. The commission limited truck noise to what was allowed under the noise ordinance, which defined daytime as 7 a.m. to 10 p.m. Farmer Kathy Proctor said she was concerned because during harvest time she often bales hay into the middle of the night.
