Wallgren As the 2003 state legislative legisla-tive session wrapped-up on March 5, Northern Utah County legislators were successful in passing some bills and resolutions they authored, while other of their bills will not make it to the law books this year. Senate Majority Whip John Valentine, R, Orem, represents the northern Utah County area. His major bill, SB 153S1 was stuck in the house rules committee and did not appear to have a good chance of making it to a vote in the senate at press time. The bill would make changes to alcohol laws in the state. Three of Valentine's bills did pass this year. Senate Bill 47 made provisions for the Labor Commission Appeals board to appoint temporary members to fill any vacancies. This ( will allow cases to go through the appeals system quickly, quick-ly, and not get delayed by vacancies on the board. The bill was prompted by the experience of and American Fork man whose Worker's Compensation case was tied up in court for nine months because of a vacancy on the appeals board. Valentine authored SB 94 which changed CPA licensing requirements. Candidates now have to sit for and meet all conditioning condi-tioning requirements of the AICPA Uniform CPA . exam. In the past, partial credit was accepted for certain licensing requirements. require-ments. Valentine's SB 95 requires owners of fully automated external defibrillators defib-rillators register in a statewide database. This will help emergency personnel per-sonnel know where the closest machine is during a life or death situation. Representative David Cox, R, Lehi, passed two bills that modified and made technical changes to existing laws. HB 24 renumbered the sections constituting the Hazardous Waste Facilities Facili-ties Act and clarified some areas where the law wasn't was-n't clear on its intent. HB 30 modifies provisions provi-sions relating to limited purpose local government entities and to revenue taxation. It requires voter approval of an annexation to a local district in which the counties, cities and towns impose a sales and use tax for transit district purposes. Cox's major bill providing provid-ing for splitting of school districts, HB 169, passed the house but was voted down in the senate. Though a re-vote was called for, as of press time it hadn't taken place. Representative John Dougall, R, Highland, passed two house resolutions resolu-tions and one bill. HB 108, encouraging the use of driving simulators simula-tors in high school driver education courses, was passed. The new law will allow two hours of driving simulation to be substituted substitut-ed for behind the wheel time, for up to three of the six hours of required driving driv-ing practice. A resolution honoring the seven astronauts of the space shuttle Colombia, Colom-bia, HCR 12, passed unanimously. unan-imously. The resolution recognized recog-nized the loss felt by Utah and the nation and expressed condolences to the astronauts' families. A copy of HCR 12 will be sent to the astronauts' families and U.S. President Presi-dent George Bush. A resolution recognizing recogniz-ing the role of small businesses busi-nesses in Utah's economy also was passed. HCR 09 stated the governor gov-ernor and legislature "express support for the business community in the state of Utah and recognize rec-ognize its important role in creating a healthy economy." It further "the importance of consid ering the potential negative nega-tive 'impact on the Utah business community in its passage of laws through state agency rulemaking." The resolution recommends recom-mends that "whenever possible, all else being equal, state agencies and political subcommittees purchase goods and services serv-ices from local businesses." business-es." Dougall's bill forming a legislative task force to study transportation needs and funding for the next 10 and 20 year time frames, HB 310, was passed and then tabled in the Senate. As of press time it had not moved on to enrollment enroll-ment as a law. Bradley Winn, R, Pleasant Pleas-ant Grove, introduced HB 127, a bill having to do with kidnapping and recovery of kidnapped children.
