J "Shall the negotiable coupon general obligation bonds of the City of Pleosant Grove, Utah County, Utah, in the aggregate principal amount of $95,000.00, payable within with-in twenty years from date of issue, and bearing interest ot a rate not exceeding four and one-half per centum, payable semiannually, be issued and sold for the purpose of improving ond extending the municipal waterworks system of the City of Pleasant Grove?" QUESTION NO. 2 "Shall the negotiable coupon general obligation bonds of the City of Pleasant Grove, Utah County, Utah, in the aggregate principal amount of $30,000.00, payable with- in twenty years from date of issue, and bearing interest at a rate not exceeding four and one-half per centum, payable semiannually, be issued and sold for the purpose of improving streets, alleys, avenues and boulevards within with-in the City of Pleasant Grove?" WHEREAS, the election on the aforesaid question results in 289 votes for $95,000.00 Ware Bonds and 121 votes against said Water Bonds, and 1 63 votes for $30,000.00 Street Bonds and 245 votes against said Street Bonds; and WHERESAS, the City Council of the City of Pleasant Grove has determined, and does hereby determine, that it is necessary and for the best interests of the City of Pleasant Grove and the inhabitants thereof that said general obligation obliga-tion water bonds of the City in the aggregate principal amount of $95,000.00 be issued and sold at this time to Lauren W. Gibbs, Solt Lake City, Utah, at a price of par and accrued! interest from date of the bonds to the date of delivery, at the interest rate hereinafter designated. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PLEASANT GROVE, UTAH COUNTY, UTAH: Section 1 . That said election resulted in the, approval of the issuance of the general obligation water bonds of the City of Pleasant Grove in the aggreate amount of $95,000.00, as aforesaid, and the result of said election is hereby so declared. Section 2. That all action heretofore taken by the officers offi-cers of the City of Pleasant Grove directed toward improving and extending the municipal waterworks system of the City of Pleasant Grove, and the issuance of the City's bonds in the amount of $95,000.00 for said purpose, be and the same hereby here-by is, ratified, approved and confirmed, including without limiting the generality of the foregoing, the sale, for their face value, of the bonds herein authorized to Lauren W. Gibhs of Salt Lake City, Utah. Section 3. The coupons attached at-tached to said bonds shall bear the facsimile signature of the City Treasurer, which officer, by the execution of said bonds, shall adopt as and for his singature the facsimile thereof appearing ap-pearing on said coupons. Said bonds and coupons bearing the signatures of the officers in office at the time of the signing thereof shall be the yaNd and binding obligations of the City of Pleasant Grove, nothwithstanding that before the, delivery thereof and payment therefor, any or all of the persons per-sons whose signatures appear thereon shall have ceased to fill their respective offices. That the Mayor, City Treasurer and the City Recorder of said City are hereby authorized and directed to prepare and execute said bonds as herein provided. Upon such execution of tsaid bonds, they shall be delivered to said City Treasurer to be by him delivered to the purchaser of the bonds ot a price not less than the principal amount thereof and accrued ac-crued interest to the date of delivery, i.e., a price of hot less than their face value. Section 7. That the funds realized from the sale of the bonds authorized by this ordinance shall be applied solely to defraying costs of the designated improvements and purpose, i.e., to improve and extend the municipal waterworks system of the City of Pleasant Grove. All monies received from the sale of said bonds as accrued Interest at the time or times of their delivery (and any premiums therefor) shall be deposited de-posited irv the Bond Fund hereinafter created by Section 8 of this ordinance and applied on the payment of interest next due on the bonds herein authorized. The purchaser of said bonds, however, shall in no manner be responsibe for the application ap-plication or disposal by said City, or by any of its officers, of any of the funds derived from the sale thereof. Section S. That the interest falling1 due on said bonds on the first day of January, 1 962, shall be paid out of the general gener-al fund of the City, or from any other funds available for that purpose, arid for the purpose of reimbursing said fund or funds and of providing the necessary funds to pay the interest inter-est and principal thereafter accruing on said bonds, as the same become due, there, shall be levied on all taxable property proper-ty in the City, at the time and in the manner provided by -4aw7omrnening in the-year-ryoZ,-ond annuattythereotte while any of the bonds herein authorized are outstanding ond unpaid, in addition to all other taxes, direct annual taxes sufficient to provide for the payment of such principal and interest, and said taxes, known as "City of Pleasant Grove, General Obligation Water Bonds, Series July I, 1961, Interest Inter-est and Bond Retirement Fund " (herein sometimes merely designated os the "Bond Fund'M, ond such fund shall he applied ap-plied solely for the purpose of the payment of the interest on and the principal of said bonds, respectively, and for no other purpose whatever, until the indebtedness so contracted under this ordinance, both principal and interest, shall have been fully paid, satisfied and discharged, but nothing herein con-taied con-taied shall be so construed as to prevent said City from applying ap-plying any other funds that may be in the treasury and avail-for avail-for that purpose to the payment of said interest or principal as the same respectively mature, and upon such payments the levy or levies herein provided may, thereupon to that extent, be diminished. The sums hereinbefore provided to meet the interest on said bonds and to discharge the principal thereof when due, ore hereby applied to that purpose, ond said a-mount a-mount for each year shall be included in the annual budget and the appropriation bills to be adopted ond passed by the City Council of said City in each yeor respectively. Section 9. That it shall be the duty of the City Council of said City annually, at the time ond in the manner provided by law for levying other taxes, if such action shall be necessary necess-ary to effectuate the provisions of this ordinance, to ratify and cam out the provisions hereof with reference to the levy and collection of taxes, and that said City Council shall require the officers of and for said City to levy, extend ond collect such taxes in the manner provided by law for the purpose of creating a fund for the payment of the principal of said bonds and the interest accruinq thereon. Such taxes, when collected, shall be kept for and applied only for the payment of the interest and principal of said bonds as hereinbefore here-inbefore specified. Section 10. That the officers of the City of Pleasant Grove be, and they hereby are, authorized and directed to take all action necessary or appropriate to effectuate the provisions 'of this ordinance, including, without limiting the generality of the foregoing, the printing of said bonds and the execution of such certificates os may reasonably be required re-quired by the purchaser thereof relating to the signing of the bonds, the tenure and identity of the municipal officials, the assessed valuation and indebtedness of the City, the receipt of the. bond purchase price and, if in accordance with the facts, the absence of litigation, pending or threatened, affecting af-fecting thevalidity thereof. Section 1 1 . That all ordinances, resolutions, by-laws or motions, or parts thereof in conflict with this ordinance, are hereby repealed. This repealer shall not beconstrued to revive re-vive any ordinance, resolution, by-law or motion, or part thereof, heretofore repealed. After the bonds hereby authorized author-ized have been issued, this ordinance shall contsitute a contract con-tract between the City of Pleasant Grove and the holder or holders of said bonds, and shall be and remain irrepealable until said bonds and the interest accruing thereon shall have been fully paid, satisfied and discharged. Section 1 2. That if any section, paragraph, clause or or provision of this ordinance shall for any reason, be held to be invalid or unenforceable, the invalidity or unenforceability of such section, paragrah, clause or provision shall not affect any of the remaining provisions of this ordinance. Section 1 3. That in the opinion of the City Council of the City of Pleasant Grove it is necessary to the peace, health and safety of said City that this ordinance shall take effect immediately upon its passage, approval and publication, and that an emergency is hereby declared. That this ordinance shall take effect immediately upon its adoption, its signing by the Mayor and City Recorder, its recording in a book kept for that purpose, and upon its being published in one issue of "the Pleasant Grove Review, a newspaper published and having general circulation in the City of Pleasant Grove.. Anyone Interested In 4-H work Is Invited to attend. -maid Busy Bakers The Busy Bakers 4-H club met at the home of their leader Mrs. Erma Klnmm, on Thursday, June 22. The meeting was conducted by Carolyn Coll edge, club president. presi-dent. Opening prayer was given by Jane Newman and Dorlynn Radmall led the pledge. Christine Klemtn, safety chairman, led in a discussion on the safety project for the following year. The club then read through the sewing book that will b? used during the year. Different fabrics and weaves weav-es were studied. Betty Beers gave a demonstration on the placket. Refreshments were served at the end of the meeting. The Busy Bakers met on Thursday, Thurs-day, June 29. The meeting was conducted by Darlynn Radmall, vice president. Opening prayer by Susanne Turner and pledge was led by Christine- Klemm.- Linda -Yocom led the songs and Margret Gilbert read the minutes. Darlynn Radmall gave a talk on safety in the home and on the highway and Christine Klemm gave a talk on the purposes and activities in the 4-H club. Jane Newman, health chairman, let a discussion on preparations pre-parations to visit the training school. Mrs. Klemm then showed the girls the proper , way to put a collar in a blouse and how to blend Bcame, r - - Kitchen Cuties The sixth meeting of the Kitchen Kit-chen Cuties was held at the home of their leader Betty Beers, on Tuesday, June 27 where all who attended had a good time. The girls learned to make box lunches and which things should be put in. The meeting was called to order by Sheryl Smith. Carol Hall gave the opening prayer. Jackie Green led in the pledge, after which Sheryl read the minutes. The girls made sandwiches and drinks for the box lunches. The lunches were eaten and a game followed in which all participated. Learning Lassies The Learning Lassies met at the home of Sandra Carlson on Tuesday, June 27. The opening prayer was offered by LuGene Huntsman, after which Robin Hall led the grounp in the pledge. Laura Ellis led the group in singing "Home on the Range." Sandra Carlson gave a demonstration demon-stration on Bicycle Safety. The girls then divided into two groups to do their baking.- LuGene Lu-Gene Huntsman, Laura Ellis and Robin Hall made' spicy muffins. Deon Beveridge and Sandra Carlson Carl-son made nut muffins. The girls and their leader Mrs. Roy Ellis judged the muffins and then ate them for their refreshments. Mrs. Ellis offered the closing prayer. . Clark's Larks Mrs. Gloria Clark's 4H Larks prepared their lesson on candy in the kitchen of RaNae Rawlinson.A Thsy planned to invite their mothers to a. special meeting which was held at Mrs. Clark's home. The girls surprised Mrs. Clark with a gift for her birth day. Light refreshments were -served." |
