In a separate action, Norman G. Angus, Executive Director of the Department of Social Services, said in a Dec. 21 press release that a review of client restraint policy and procedures used by the Department of Social Services is presently beingconducted by the Office of Liability Liabil-ity Management. The Office of Liability Management is the Department's Inspector General Function, Angus An-gus said. The review is to be completed within 60 days. Attorney General R. Paul Van Dam, at the request of Angus, has agreed to involve his office in this review, the release said. The Attorney General's office will also review the facts of the recent death of a resident at the training school with respect to any personnel actions which may be appropriate. Angus said the current restraint procedures were adopted in lieu of formerly used mechanical mechani-cal restraints. Although the current procedures were reviewed re-viewed and accepted by the state and handicapped handi-capped advocacy groups several years ago, Angus An-gus wants assurance that the methodology is still the best available. The method used by the training school is widely used throughout the country where client restraint is required or indicated, officials said. The review will include a detailed analysis of current methodology, policies concern in gits use, training procedures, and updates to the procedure. proce-dure. Other methodologies in use will also be reviewed re-viewed and compared to the present method. Input from advocacy groups and others concerned con-cerned with restraint methodology is invited and will be included in the review by the Office of Liability Management, it was noted. |
