paying the state debt ifan if any there therb be the legislature egi slature shall pr provide ovide for leuyl levying nga tax annually sufficient to pay the annual interest and principal of such debt within twenty years from the final passage of the lawi law cred creating ting the debt 3 there shall be exempt from taxation v property of the united states state of the state counties cities towns school abo 01 districts municipal muni cipa I 1 corporations c a eions and public libraries lots wat with rg th the e buildings building thereon and used exclusively fo for reither either religious exclusively for or such pur purpose liose provided that mortgages upon real and personal property shall be exempt from taxation tax ia tion and that the taxes of the indigent poor may be remitted or abated at such time and in such manner as maybe may be provided by law 4 the legislature shall not impose m ose taxes for the purpose of an any c county bp ty city town or other muni municipal cipY corporation but may by law vest in the corporate authorities thereof res respectively evelti el IY the power to assess and col collect F e et ta taxes x es for all purposes of such corporation tion 5 the surface ground of all mines and mining claims both placer and r rock 0 ek in place containing or bearing gold silver copper lead iron oro arother or other valuable metals after purchase thereof fro from the united states shall be taxed at a value not greater than the price paid the united states anlo unless ss the surface ground glo nd or some part thereof of such mine or cl claim aimis is used for other than mining purposes and has ais a ate and independent value for such other purposes in which ca case 16 said suta surface ground or any part thereof so used for other than mining purposes shall be taxed at its value for such ot other ys er purposes as provided by law and all machinery used in mining and all property and surface improvements upon or appurtenant to mines buies and min mining 1 claims which have ham a value se an and independent of such mines or mining claims shall be taxed Is as provided by law all lands containing coal granite stone marble onyx gas oil hydro car bons gyp gypsum or other valuable mineral deposits other than those enumerated above in this section after purchase thereof from the united states and all property and surface improvements u upon n or appurtenant to such lands mich which have a value se and independent of all such lands shall be taxed as provided bylaw by law in addition to the assessment of the surface grounds improvements prove ments and machinery of mines and mining claims all mines and ancL mining claims producing net froc proceeds eads shall be taxed data at a value not to exceed three times such net proceeds receipts cell and expenditures of the public moneys shall be published andua annually ly in such manner as the i legislature may provide 7 the rate of taxation on property for state purposes shall never exceen e eight agh t mills on each dollar of valuation to be apportioned as follows not to exceed tour four and one half mills on each dollar of valuation for general state purposes not to exceed three mills on each dollar of valuation for district school purposes not to exceed one half mill on each dollar of valuation for high school purposes that part of the state tax apportioned to high school purposes urpo ses shall constitute a fund to bp be called the agh h gh school fund and shall be apportioned to the cities and school districts maintaining high schools in the manner the legislature may provide and whenever the taxable property within the state shall amount to four hundred million dollars the rate shall not exceed five mills on each dollar of valuation unless a 9 proposition to increase such rate specifying the rate proposed and the time during which je the same shall be levied be first submitted to a vote of such odthe of the qualified fled electors elector of the state as in the year next proceeding such election shall have paid a property tax assessed to them within the state and the majority of those voting thereon shall vote in favor thereof in such manner liv as may bd provided bylaw by law 8 the making of profit out of public ic moneys using the same for any purpose not authorized bylaw by law by any public officer shall be deemed a fel felony on and sh shi shall I I 1 be punished as provided b by blaw law but part of such punishment punishments shall all le be disqualification to hold public office 9 no apprel appropriation privation Pria tion shall b be e made or any eapen expenditure d i ture authorized by th the e legislature whereby the expenditures of the state during any fiscal year shall exceed the total tax then provided for by law and applicable for such appropriation or expenditure unless eriless the sal L legislature slature making such appropriation shall provide for lev levying a sufficient tax ta x not exceeding the rates es allowed in section 6 of this article to pay s such u ch appropriation or expenditure within such seal fiscal year this provision shall not apply to appropriations tor br expenditures to
