exempt erritt from taxation ant and that the taxes s of the indigent poor may be remitted or abated at such time and in such man manner 03 may be provided by law 4 the legislature shall not impose tes taxes for the purpose of any county bounty city town or other municipal corporation but may by law yest in the corporate authorities thereof respectively ohp the power to assess and collect taxes of such minis mines or mining claims shall be taxed as provided by law all lands containing coal granite storie stone marble onyx gas oil hydro car bons gyp gypsum surn or other valuable mineral ither than those enumerated above inthis n his section after purchase thereof dyora the united states and all property proper ty and surface improvements upon 7 pr appurtenant to such lands which have a value se and inde penant of all such lands ignos shall be taxed as provided by law in addition to the assessment of the surface grounds improvements prove rl 0 m ments ants and machinery of mines and m mining ii n n g claims all mines and mining 1 claims I a m producing net proceeds shall be ta taxed x ed at a value tibt not to exceed three times such net proceeds 6 an accurate statement of the receipts and expenditures of the public c moneys shallie shall be published annu annually in such manner as the legislature in may ay provide 7 the rate of taxation on property for state purposes shall never exceed eight mills on each dollar of valuation to be apportioned as follows not to exceed tour four and one half mills on each dollar of valuation for general state pur purposes oses not to exceed three mills on each each dollar of valuation for district school purposes not to exceed one half mill on each dollar of valuation for high school purposes that part of the state tax apportioned to high school purposes shall constitute a fund to be called the h agh gh school fund and shall be apportioned to the cities and school districts maintaining high schools in the manner the lg legislature clatur e may provide and whenever the taxable property within the state shall amount to your four hundred million dollars the rate shall not exceed five mills oneace dollar if df valuation unless a proposition to increase such rate specifying the rate proposed and the time during which the same shall be levied be first submit submitted tea to a vote of such much of the qualified electors of the state ain a as in the year next prec proceeding eed such election shall have paid a property tax assessed to them within the state and the majority of those voting thereon shall ahall botein vote in favor thereof in such manner as may be provided by law 8 the making of bf profit out of public moneys using the same for any purpose not authorized by law by any public officer shall be deemed a felony and shall be punished as provided by law but part of such punishment shall be disqualification to hold public c office 9 no appropriation shall be made arany or any expenditure authorized by the legislature where whereby bythe the expenditures of the state during any fiscal y year ear shall exceed the total tax then provided for by law and applicable for such appropriation or expend expenditure unless the E legislature ahter anakin making 9 pill such ch appropriation shall ge T provide for foi levying a sufficient tax not exceeding the rates allowed in section 6 of this article to pay such appropriation or expenditure within such kcal fiscal year this provision shall not apply to appropriations or expenditures to su suppress Insurrect insurrections
