It seems to me steps should' be taken to improve it. Iam not writing to excuse any negligence on the part of our agents, but I am wondering if all our people know some of the things entering into the problem. Is it known that any one can send a night message by giving it to Shermer in the afternoon. No need to wait till night to give it. He will send it late that evening if he can get a wire or probably the next morning sent at the night rate. Any one at any time of night can phone a telegraph message to the Union Station in Provo for about 25c and their have it sent to any part of the world, any time of the night.
