The sen-at- o has passed the McNary bill, uthorizing the secretary of the interior, in hi discretion, to extend for a period of two years from 31, 1922, the time for payment of construction and water barges on federal irrigation projects. The bill further provides that water may be furnished organized groups of water user in a given project upon presentation of a sufficient number of ndividuals showing that the extension of deferred payments for) water necessary. Water may be furnished individuals also during the irrigation soaaon of 1922, een though such use may be in arrcara more than one year in the payment of operation, maintenance or construction charges. The rate of interest on all deferred payment is fixed at 5 per cent. The bill specifies, however, that, in the event the fee and interest charges are not paid on the date due after exton sion, the water user would bo liable for all penalties provided in the irrl gation laws and that they will apply from ttie date on which they were originally due. To obtain the deferred poymrtnt privilege, tho applicant for the extension shall first show by verified statement of assets and liabilities that the extension is actually nocos Is sary.
