The absence of American representation at the forthcoming economic conference to be held at Genoa was referred to with regret by Foreign Minister Shanzer in the course of an address in the chamber of deputies recently. There is nothing In the reply to our Invitation, he said, that particularly concerns Italy ; in fact, the reasons for thb refusal of the United States to participate In the conference as set forth by Secretary Hughes, are essentially American political reasons. However, I think the United States cannot long remain aloof in European discussions." Italy, Signor Schanzer declared, has the greatest interest in the success of the conference. Italy's own program, he said, would be in support of peaceful solution of conflicts, redaction of armaments and the resumption of regular relations of the states of central and eastern Europe. It was framed by A. P. Davis, chief reclamation engineer. The project calls for a high line canal between Laguna dam on the lower Colorado river to the Imperial valley, to reach the huge acreage of arid lands there. This will cost about $3,000,000, It Is estimated. The second big feature of the project is the construction of a huge reservoir and power plant at or near Boul der canyon, at an estimated cost of $55,000,000. This would conserve the water, prevent floods and develop 700,-00primary horsepower, which would be sold in the surrounding territory. All of the report is said to meet with the general approval of the seven states Interested In the developmnt of the Colorado river, with the exception of a recommendation that the secretary of Interior be given the power to fix rates at the Boulder canyon dam. Tile Davis report declares problems of the Colorado river are of national magnitude. of Davis, The recommendations which have been approved by Secretary of Commerce Hoover, ch&Trman of the Colorado river commission and the department of interior, are: L That through suitable legislation the United States undertake the construction with government funds of a high line canal from Laguna dam to the Imperial valley, to be reimbursed by the lands benefited. 2. That any state interested in this developmtnt shall have the right at its election to contribute an equitable part of the cost of the construction of the reservoir and receive for Its contribution a proportionate share of power at cost to be deferminetty the secre tary of the interior. 5. "That the secretary of the interior be empowered after full hearing of all concerned to allow the various applicants their due proportion of the power privileges and to allocate the cost and benefits of a huge line canal. 6. That after development hereafter authorized to be undertaken on the Colorado river by federal government or otherwise be required to give priority of right and use: (a) To river regulation and flood control. Immediately ask for a vote on the government's policy regarding the Genoa economic conference, 'Austen Chamberlain, the government leader, announced in the house Tuesday afternoon. London. Prime Minister Lloyd George is determined to ask for a vote of confidence. There are two stories. however, as to how the demand will be made. The first version, presented by the London Times, Is that Mr. Lloyd George Is sending a message to Austen Chambelaln, through Sir Robert Horne, asking ratification of the unionist leader's recent assurances of support either by a unionist party meeting or In the house of commons. The premier, It is said, will be satisfied with either alternative, but of both are rejected Ills threat to resign will be expected to be fulfilled. The Dally Mail, concurring In this version, says Lloyd Georges threat of resignation was only a bluff, Intended to drive the independent unionists out of the official ranks of the party, leaving him to consolidate what was left of the coalition. This, It says, failed, and his latest move is interpreted as a further attempt to split the conservative party. The other story ignores the report of the premiers Insistence on the support of the unionists, and says that when he returns to London next week he will submit to the house of commons a motion in favor of the Genoa conference, and, in his speech supporting the motion, set forth the government's conference policy. The vote on the motion, according to this version, will not necessarily be deemed a vote, of confidence, but a strengthening of the premiers position as the British representative at Genoa, Mr. Lloyd , TJwwhgreptesent to ask for a vote as intending George either from the house of commons or the unionist party, say that such . a vote certainly cannot he obtained from the party, and that unionist lenders have been placed in an awkward position by the premiers nlleged demand.
