Speakers ' on the Reapportion-men- t Bill were Senator Alonzo Hopkins, Woodruff, and Professor Gaylen Caldwell, professor oi e political science at BYU.' Chailes Peterson, Provo, and Utah Senator Gibson, Price, were the opposing speakers on the Junior College refer. endum bills. Senator Hopkins, who favors the legislature reapportionment bill, said, The state senate should be based other than on a population basis and should provide one s nator for each county in the state. Little states or little houses should have equal representation it is a parallel with national government and the constitution of our country has stood for many years, he said. It is a comparison that little state of Utah has the same representation in the national senate as New York state. Professor Caldwell, who is against the reapportionment bill, said, what the proponents are asking is not as modest as they are proclaiming. A small minority of the people could block the will of the majority. Also the bill is so devastatingly final if you pass the bill, you cannot change it again without a miracle. He further stated there w'as nothing comparable in the federal constitution or government ourt is a federal system with the states having very real power and giving the states the authority. Counties are not the same as states, he said, because they are organized for convenience. He concluded: Is it going to be people or the area is it sagebrush or human beings? Representative Peterson sair, It isnt the church taking over the junior colleges, it is whether the state should have a system or string of junior colleges thru-ou- t the state.
