House joint resolution (HJR 13) by Backman and Pace passed easily. The contents of this resolution call for the attorney general of Utah to work toward a death penalty law with a mercy provision. This would be much more acceptable to the public and the U. S. supreme court as well. As I understand it, it was the death penalty without a mercy provision which was rejected by the Supreme Court. We wrestled with the matter in the natural resources committee until late F riday evening. It was one of the most difficult meetings that I have conducted so far. Neither the house nor the governor wants to yield on the point. Later, with two more weeks to go, the house will grapple with no fault insurance, the revised criminal code and the unified court system. We are putting in increasingly more time each day on the floor in order to finish the work. govemer. Gov. Agricultural Arena (Compiled from Utah Crop and Livestock Reporting Service reports.)
