INCORRIGIBLE CHILD-RE- N School Laws of the State of Utah 1963 gives direction upon what action to take in the most difficult cases of discipline: Definition - Duty of -1. Juvenile Courts. All children in any school district between eight and eighteen years of age who in defiance of earnest and persistent efforts on the part of their parents or teachers are habitual truants from school, or while in attendance at school are vicious, immoral or ungovernable in conduct, shall be deemed incorrigible, and it is the duty of the board of education of each school district to inquire into all such cases and report them to the juvenile court for such district, whose duty it shall be to presecute such cases as incorrigibles. The Board of Education expects all certificated employees to exercise sound professional judgment in employing educational, preventative, therapeutic and punitive measures to promote aiequate student behavior; and being discreet in all matters of discipline, avoiding haste and prejudice. B. Exclusion and expulsion are vested in the authority of the Board of Education. C. Authority to suspend for a maximum of one school-wee- k is vested in the building principal. The parent or guardian must be notified of the suspension, and a suspended student shall not be readmitted to school unless he is accompanied by at least one parent or legal guardian when requested by the principal. In the instance of vicious, immoral or ungovernable acts, deemed incorrigible, the principal is expected to make immediate and direct referral to the juvenile court. In the case of G. truancy the principal is authorized to use immediate referral to the court for the possible revocation of drivers license at the discretion of the court. H, An immediate report of all referrals to the court should be made to the superintendent. L In the absence of the principal or his authority shall be delegated by the principal to a certificated person, other than the coun- selors. After considerable discussion of the above policy in detail, a motion was made by Dr. William H. Sorensen, se- conded by Glenn W. Coffman, that the Board formally adopt the above Student Behavior Policy and lend its full support and backing to the administrative staff and teachers insofar as the written policy is followed and the action taken is within the limitations of the policy as it is interpreted and understood. The Chair ruled that the motion carried with Board Member Alfonzo Kester voting against Part IV-- A 1. and Part IX first paragraph under A. Sorensen introduced the following resolution moved its adoption: and that is is necessary to raise the sum of One Million Five Hundred Thousand and No100 ($1,500,000.00) Dollars for the maintenance of the public schools of the Nebo School District during the school year. 1967-6- 8 (and for the purpose of purchasing school sites and erecting school buildings), until the taxes and other revenues for such current year are collected and WHEREAS, it appear s that such sum can be raised without incurring any indebtedness or liability in excess of the taxes and revenues for that current year or exceeding any limit of debt imposed by the Constitution and Statutes of the State of Utah; and Whereas, the First Security Bank of Utah, Spanish Fork Office, has offered to purchase not more than One Million Five Hundred Thousand and No100 ($1,500,000.00) Dollars of the Tax Anticipation Bonds of the Board of Education of the Nebo School District, State of Utah, Series of July 1, 1967 to be issued for the above purpose at par plus a premium of $89.00 said bonds to bear interest at the rate of Two and Nine Tenths (2.9) per centum per annum, from date of said bonds, payable at maturity. BE IT NOW, THEREFORE, RESOLVED BY THE BOARD OF EDUCATION OF NEBO SCHOOL DISTRICT, STATE OF UTAH, that it accept the said offer and borrow from the First Security Bank of Utah, Spanish Fork Office, such sums of money as may be necessary but not to exceed One Million Five Hundred Thousand and No 100 ($1, 500, 000.00) Dollar s, and as evidence of the indebtedness shall issued Fifteen (15) bonds in the denomination of One hun-dr- ed Thousand and No100 Dollars each, ($100,000.00) numbered one (1) to fifteen (15) inclusive; bearing date of July 1, 1967, all bearing interest at the rate of two and (2.9) per cen- tum per annum, payable at maturity, June 30, 1968, principle and interest to be payable at the banking house of First Bank of Utah, Security Spanish Fork Office, and to be known as BOARD OF EDUCATION, NEBO SCHOOL DISTRICT TAX ANTICIPATION BONDS, SERIES OF JULY 1, 1967. Clerk, Board Education of Nebo School District, Utah County, State of Utah - 84651 was sent by the Genola Citizens Committee requesting that the Board reconsider and make provision to transport the 6th and 7th grade students from Genola to the Payson Middle School the during 1967-6- 8 school year. After some discussion President Johnson askec lhe Superintendent to answer the letter thanking the committee for their interest and asked for their support of the program adopted by the Board for the 1967-6- 8 school year after which another evaluation and study would be made. The Superintendent presented a request for payment of the UNIT assessment of Nebo School District for educational TV in the State in the amount of $970.90. A motion was made by Alfonzo Kester, seconded by Glenn W. Coffman, that the Board disapprove the payment of the UNIT assessment. Motion carried on a unanimous vote. Superintendent Stansfield reported that he had contacted Superintendent Walter Talbot of the State Department of Public Instruction regarding the Variable Annuities program. H e stated that a committee from the State Office was making a careful study of various plans, and that the committee would make their findings available to us by the latter part of June. At 9:15 p.m. President Johnson read the notice calling for a public hearing on the Tentative Budget for the 1967-6- 8 school year as was published in the three local papers scheduled for 9:15 p.m. on June 12, 1967. This Budget was pro- -' posed by Superintendent Stansfield and tentatively adopted by the Board of Education at the regular session of the Board held May 8, 1967. No citizens were present at the hearing. President Johnson asked for the adoption of the proposed Budget. A motion was made by Dr. William H. Sorensen, se- conded by Ray S. Whiting, that the Board of Education adopt the tentative budget, as proposed by the Superintendent, as its permanent and official budget for the 1967-6- Motion school 8 carried year. on a unanimous vote. Superintendent Stansfield read a letter to the Board as submitted by W.W. Clyde, Pres, of the Springville High School Art Association, stating that the Association is planning to hire a full-tidirector, beginning September 1, 1967. The letter also stated that one of the main purposes of the Art Association lies in the field of education. Since its beginning, students from our own and surrounding areas have utilized the project for ed u cat ional purposes. During the past year, 60 of the 15,000 visitors were school children.
