The setting for this incident was a formal Guard Mount which was held daily on our post, In Fort Battalion. He later spent some time in the recruiting service in Dallas, Texas. Bob has given generously of his time and talent in community and church activities. Many people have enjoyed his musical talent as well as that of his students. He has been active in the community athletic program. He has still found time to serve his church as the chorister in Priesthood and and math. He has served as President of the Nebo Education Association and represented his organization as a delegate to the national convention. Since his earlier days of teaching, Del Moine has maintained his interest in athletics. Beginning in 1946, he has acted as an athletic official in football basketball and baseball. For 14 years he has officiated college basketball games. His reputation for fairness will stand him in good stead in dealing with the problems of administration in a high school activity and discipline program. Born in Ephraim, Utah, he spent his early years of education in that area. He is a graduate of North Sevier High School and attended Snow College. He graduated from B Y U where he will complete the requirements for his masters degree in August. He served his country in World War II and is active in his church. He served as bishop for seven years and is presently a member of the High Council of Kolob Stake. New Myer. Not only was Fort Myer the headquarters for the National Honor Guard, it was also the temporary quarters for 32gen-era- ls including the Chiefs of Staff for the Army and the Air Force. Thus you can understand why adherence to military traditions was critical. Any deviation would be accompanied by grevious consequences. Guard Mount on the day refer- red to progressed as usual. Strict military discipline was maintained. The troops were standing tall. The Officer of the Day, a West Point trained First Lieutenant went through the ranks carefully inspecting each man. When the inspection was completed and the Officer of the Day was satisfied that his Mount was worthy to walk guard, he called his choice for Colonels Orderly out of the ranks. This prospect moved smartly to the front of the ranks and came to attention. At this point, a soldier picked earlier by a Company First Sergeant posted him self in front of the ranks and challenged the O. D.s choice. The O. D. accepted the challenge according to tradition and inspected the two men the challenger for the first time, and the original choice a second time. On the day I refer to, a second challenger broke ranks and boldly stepped forward to challenge the traditional challenger and the O.D.s original choice. This had never been done before and was an obvious breech of custom. Not only did the young soldier challenge all accepted formal guard mount procedures, he challenged the judgement of the 0. D. who had already inspected him and ruled him out as a serious choice for the honor. Did he get away with it? He certainly did! And, along with it, he gained new respect and admiration from his fellow soldiers Apparently the officer was also impressed with this bold, aggressive, self-assur- ed soldier because that determined young man was made the Colo--ne- ls Orderly. In industrial development the setting is obviously different, the terminology is different and the objectives are also different, but the attitudes that make the differnece between routine ceremony and dynamic success are the same. My friend knew there were certain risks involved in breaking with tradition, but he decided the system wouldnt be any worse for the wear if he tested it, so he stepped forward and demanded another chance. Likewise there are risks involved when local governments go out on a limb to get something done that ought to be done, but experience has taught me that those local governments which are aggressive, bold, inventive, persistent, and prompt in responding to the needs of a prospect, will be the ones that get industrial growth and all the attendent benefits. Finally I would like to say that the total community profile is examined when a prospect looks for a plant site. Since a prominent part of the profile is local government, much of the final evaluation and the decision to locate or not, is based on the impression left by local leadership. Everything else being equal the attitude of the local leadership makes all the difference in the world.
