FREEPORT EXEMPTION 1963 Utah's Legislature Pd'rod a resolution which will permit the electorate in 1964 to act upon a proposed amendment to the state constitution exestablishing a freeport emption. This freeport exemption will exempt from the propei ty tax personal property u hich is held for sale or processing in Utah and is scheduled to be shipped to a final destination outside the state within a twelve-mont- h period. Its primary purpose is to encourage distributive, manand ufacturing, processing firms to locate within Utah. Similar freeport exemption is presently allowed in several completing states. A legislative bill enacted by the 1963 Legislature (S.B 27) repeals existing property tax exemptions applying to propei ty moving in intersta'a commerce and establishes in its place the freeport exemption. If the people fail to approve the proamendment posed freeport to the state constitution, at the 1964 general election, there may be some question regard of ing the constitutionality this legislation. Other exemptions, which have been allowed over the years through legislative and administrative actions, also may be invalidated if pieople fail to approve the constitutional amendment. OTHER property ASSESSMENTS In addition to the foregoing the State Tax Commission has prepared a number of other instructional bulletins to assist local assessors in valuing other types of personal property. Included among these are recommendations for the assessment of livestock, a formula for assessing campers, a directive for valuing automatic pinspotters in bowling alleys,, instructions for the assessment of leased equipment, and refor assessing commendations airplanes, motorcycles, and motor scooters. above-mentione- d Tlioalro - Iayson PUYi ri ness.
