Mr. Sagers stated that the city has improved the system to a great extent by fencing springs and otherwise following suggestions made by the State Department of Health, but since these improvements have not produced water with acceptable low bacteria oount, cholorination now seems the only answer to the problem. Mr. Sagers said it is not known where the bacteria is getting into the water, since all springs and tanks for storage are capped, and none of the water is open to the air.
