If he should be elected President, he obviously would be in a position to exert powerful influence on behalf of his legislative program. Even if he should not be elected President, he still if nominated would be titular leader of his party and therefore in a position to influence legislation. The Vice Presidents statement which greatly encouraged tax reform advocates was as follows. If the United States had met adequately its responsi- bility for national security and had a substantial budget surplus of around $4 billion, the new Congress (which takes office next January) should be able to consider in a temperate and responsible way a tax reform measure. The Eisenhower Administration has forecast a $4.2 billion surplus for the fiscal year starting next July 1 provided Congress cooperates in approving the Presidents fiscal O JTAM STAX! This is conditioned, of course, upon Congress exercising restraint in acting on wild spending proposals. Members of the congressional economy bloc contend that if all unessential spending were eliminated, the surplus could be much greater than the $4.2 billion estimate. Vice President Nixon did not mention specific legislation. But there is considerable support in Congress for the bill which, among other things, would lower per- sonal and corporation income taxes to a maximum of 47 percent by a series of annual reductions spread over five years. Seven other House members have introduced identical bills. This legislation is vigorously supported by the National As- -' sociation of Manufacturers, the Chamber of Commerce and a large number of other national, state and local associations Its supporters contend that the more reasonable rates proposed would, in the long run, actually produce proposals. ievenue than the It is generally expected that more taxschedule.
