nations agreed that no more volun volu for either side in the civil conflict should be permitted to en ter the iberian peninsula effective at midnight february 20 and they laid plans for a complete blockade by land and sea that would prevent the importation of any more men or war munitions only portugal dissented objecting to establishment lish ment of frontier guar guards ds on an her territory
