One out of four employed persons in Utah works full time for some level of government-Feder- al, state, county, city or school. Nearly half of these governmental workers are civilian employed of the Federal government. Since all governmental properties are exempt from taxation for state and local government purposes, it means that nearly one fourth of the families are working for employers who pay no taxes Since the direct taxes paid by individuals and families represent less than half the cost of state and local government services to families, the absence of employer tax payments by employers of a major segment of the Utah population from the state and local tax picure imposes a ANGELA LANSBURY A Lawless Street Color By TECHNICOLOR relaively heavier burden upon the remaining segments of the economy. In addition to the considerable proportion of the Utah labor force employed by the Federal government, the Federal government also owns more than 71 per cent of the land area in the state of Utah. If payments were made by the Federal government in lieu of taxes on Federally owmed properties in Utah, the financial stresses upon state and local government would be al- j leviated without the need for expansion of Federal aid pro grams and the objectionable Federal controls that accompany them. Some payments in lieu of taxes are made by the Federal government, especially for schools in military installation areas.
