Show Page Wednesday, August 21, 1374 10 City Council Vending Issue Raises Ire After Mayor John Price refused to allow members of the Art Festival Committee and Merchants Association to speak, the City Council voted to issue a business license to a vendor wishing to operate a lemonade stand during Park Citys Art Festival. When Marianne Cone of the Arts Committee questioned whether Mr. Price was going to entertain discussion from the floor on the voiding matter, the Mayor replied the extent of discussion was up to his "discretion and he immediately called for a vote. Members of the two organizations abruptly left the August 15th meeting with jaws clenched, visibly angered. Councilmen Clem Hansen and Jan Wilking voted against approval of the license. Mr. Hansen cited a decision by the Council last year to allow only charitable organizations to vend during the festival. The merchants, contending the festival should benefit the d businesses which operate and have licenses for the entire year, opposed the move. The arts people were wary of a year-roun- possible onslaught of concessions which would clutter Main Street and curtail space needed by ar- tists. The opposing point of view, which won the support of the majority of the Council, pur- ported merchants were not capable of servicing the vast number of people which would populate Main Street for the two-da-y event. As the controversy swarmed about her, vending applicant Marbry Davidson calmly observed the debate and awaited the eventual favorable outcome. Ms. Davidsons application had been tabled at the previous City Council meeting due to her lack of a sales tax number. At the August 15th meeting, she informed the Council that she had been advised that no sales tax number was needed for her operation. Mr. John Sharp of the Arts Committee said he was unhappy that John would not talk to us. He stated neither the Arts Com- mittee nor the Merchants Association had been given the opportunity to speak officially with the Council. Merchants Association vice president Robert By Claire Voyant Fleck remarked, The Main Street merchants were very unhappy that the Council took it upon themselves to decide that we couldnt handle the crowd. In other Council business, Councilman Richard Martinez moved to purchase a new ambulance for Park City. Mayor Price related that a new 1974 Cadillac ambulance could be bought for $18,500, constituting a $3,000 dollar savings over the 1975 models. Jan Wilking ' expressed concern that the matter was being rushed and said he favored tabling the action so that a more thorough study could be made. The major point of contention was the practicality of a four-whedrive vehicle versus the smooth-ridin- g capabilities of the Cadillac. The motion to buy the Cadillac was defeated. Discussion of the matter continued. Mr. Price stated his drive preference for a four-wheambulance but said the other emergency vehicle drivers (Mr. Price is a member of the driving crew) preferred the Cadillac. He denied that a vote to purchase would be a panic move in that the matter had been thoroughly investigated by himself and others. Council members. Councilman Martinez presented the motion a second time. With Councilmen Mary Lehmer and Clem Hansen switching to the affirmative, the motion , passed. A motion to implement new water rates which have been formulated was approved. The new rate schedule, which will take ef- fect when Drastic Savings On administratively feasible, will raise the cost of water approximately 67 percent for the majority of citizens. The City Council granted business licenses to Gull Associates, a construction firm, and the Meyer Gallery located at 305 Main Street.
