Show Orem-Geneva Times Wednesday, January 22, 1992 Page 11 Committee named to study mayor, government issues Three arrested for burglaries By Jeanne Thavne Eight persons were named and a ninth will be named soon to participate par-ticipate on a Blue Ribbon Committee Commit-tee to study whether or not Orem should have a full-time mayor position posi-tion with its current form of government, whether or not the form of government should be changed, and whether or not districting dis-tricting should be considered. The committee will present an initial report to the City Council in 30 days. Mayor Stella Welsh presented the names to the Council last Tuesday. The names confirmed by the council include: Doyle Buckwalter, Jim Kenyan, Kathy Pullins, Ruth Cardon, Myron Frasier, Linda Webb, John Ramey, and Shelly Sawaya. The format of the committee was expanded in the motion by . Councilman Jim Evans to include a study of types of government, originally deleted by the previous council after a canvas of the council coun-cil showed no desire to change. In naming the committee, Mayor Welsh said she went out of her way to name people who were unbiased and who she felt would bring unprejudiced views back to the council. She suggested that districting (selecting council members to represent each area of the community) may bring better bet-ter representation of all parts of the city. Council member Judy Bell commented that she enjoyed the wide canvass of the city during the election campaign and wasn't sure that districting was needed. However, she wanted the committee com-mittee to have the freedom to study the issue. Council member Keith Hunt clarified that the duty of the committee com-mittee would be to review the issues is-sues and then recommend a proposal. He said it is a critical issue and the committee should have ample time for review. Council member Kelvin Clayton said he wishes to support the committee with whatever they come up with even if he doesn't agree. Council adopts travel fund policy By Jeanne Thayne City Council members approved ap-proved a travel and reimbursement reimburse-ment policy for council members. Establishing the formal policy was suggested at a recent orientation orien-tation session with new council members. In the past, the council members mem-bers have adhered to an informal practice based on long-standing tradition. The policy has never been reduced to a written format. A formal resolution will be prepared for adoption at a future council meeting. The new policy will require use of seat belts by council members mem-bers when they are traveling on City business. When spouses are expected to be in attendance at a particular out-of-town function, the City will cover the costs. Travel costs will be reimbursed reim-bursed for out-of-town business only, for least expensive mode of travel. Councilman Kelvin Clayton suggested in-town travel expenses are part of the job and should not be reimbursed. Council changes mind on third driveway By Jeanne Thayne L&T Construction won a request re-quest to construct a third driveway in a development at approximately ap-proximately 150 Souf!i Orem Blvd. Last week the City Council voted against the third driveway as recommended by city traffic engineers, but changed their mind after listening to L&T representative rep-resentative Tom Bankhead who was not present last week. Bankhead said his concern was keeping the company trucks and equipment separate from customer cars and traffic. He also felt because there were two buildings build-ings far apart and the property was narrow and long, it was no different that having three different dif-ferent properties, all of which would need a driveway for access. Councilman Keith Hunt also pointed out that one driveway was to accommodate storage for the owners and would not be used by the public and would have a gate. Council member Judy Bell recommended leaving that gate open during the day so vehicles entering the site don't stack up. The motion to approve three driveways was approved by Steve Heinz, Judy Bell, Keith Hunt and Jim Evans. Mayor Stella Welsh ' and Councilman Kelvin Clayton opposed the motion citing concerns con-cerns with traffic movement along the boulevard. Head Trauma Support Group to meet Christy Giles from United Way Services & Resources will be the guest speaker at the Head Trauma Support Group meeting on Tuesday, February 11, 1992. Charges were filed against three men, one age 17 and two age 19, as suspects in five burglaries at Byran's Auto Wrecking, Geneva Road, since mid December. Decem-ber. A portable alarm installed by Orem police went off Monday night about 4:45 a.m. The suspects fled but were apprehended ap-prehended near the freeway. Orem Detective Gerald Nielsen said one of them is a former employee. BOLD THIEF About 10 p.m. Monday night a resident of the trailer park at 320 S. State was standing near his truck when he heard a noise. He then noticed someone inside his truck just completing the removal of his stereo. The suspect, reportedly repor-tedly a Mexican, threatened to throw the stereo at the man and then took off running, still clutching clutch-ing the stereo. The witness said the man wore a bandanna around his neck. No other description is available. PURSE STOLEN About 10 p.m. the same night ' a woman visiting a friend at 400 S. Palisades reported her purse taken from the seat of her car while she was inside the home. A purse also was reported taken from a vehicle at 600 S. 600 West when a woman left her vehicle unlocked for about five minutes. Items from the purse were found strewn about the lawn but $200 in cash was missing. miss-ing. In another incident a purse was taken from a home Friday night at 300 E. 1700 North. That purse was located on the lawn with about $45 missing. WOMAN ACCOSTED A woman carrying a bag of groceries and her purse was accosted ac-costed as she left Allen's Super Save, 1950 N. State, Orem. TRAILER FOUND A trailer stolen last November was discovered by the owner Monday as he drove to Salt Lake City. The trailer was being towed behind the vehicle in front of him. He followed the vehicle into Salt Lake City where he notified police. The woman driving the car told officers she purchased the trailer for $50 from an unknown man at a local cafe. The incident is under investigation. LEWDNESS Orem police are seeking a blond-haired male about 19 or 20 who reportedly exposed himself to some girls at the University Mall parking lot Saturday night. The girls called police from ZCMI but the suspect had fled. HOME BURGLARIES Nielsen said police investigated inves-tigated a reported theft of a VCR taken from 600 E. 300 South Saturday. The owner woke up to find the front door open and the VCR missing. Police are also investigating leads in the theft of a stereo, compact-disc player, VCR and an AT&T answering machine from a home at 400 W. 200 South last Sunday while owners were at church. Health Care Workshops planned At approximately two week intervals the American Association Associa-tion of Retired Persons (AARP) will be sponsoring a series of Health Care Workshops open and free to the Utah County public. The purpose of these workshops will be to acquaint people of all ages with various health syndromes relating to public need and the types of services ser-vices available in our community for these problems. Preventive measures will be stressed. AARP has an extensive education library with manuals and booklets available for the home.
