Show Siaie Board of Eucation Vies Chairman Sssls Input Thursday, January 6, seven newly elected members of the State Board of Education joined two reelected re-elected veteran members in reaffirming re-affirming their individual and collective commitment to education. The newly elected Board leadership, Oscar W. McConkie as chairman and Barbara Ann Smith as vice chairwoman, continues the "balance" of prior years, by giving leadership representation to a predominantly rural State Board district. Prior to the election, I placed great stress on the (importance of public awareness of the Board's activities, and of communication . between the Board and the patrons. I have always felt that the first duty of any elected official is to represent the interests and desires of th$ constituency, and to that end I wish to emphasize my accessibilityto parents, teachers, administrators, and taxpayers in general. Obviously, the State Board of Education cannot address every matter, but one service I can certainly cer-tainly perform is to advise you as to various courses of action you may follow in developing your participation par-ticipation in school-related matters. There is a great impetus toward community-based planning in education, and it is imperative that such planning accurately reflect the expectations of everyone involved. This is an exciting time for education, not only in Utah but nation-wide. Decisisions made on today's educational issues may have effects that reach far beyond '."hat School Board Statement Promises Corrections In response to the public's request for information, the Alpine School District Board of Education releases the following statement. On January 11, 1983, the board of education met in executive session with representatives of the Utah County Attorney and State Attorney General to hear a report of the investigation in-vestigation ordered by the Fourth District Court judges. A detailed investigation had been conducted to determine whether alleged wrongdoings on the part of district employees warranted the filing of criminal charges. In some areas the allegations could not be substantiated sub-stantiated and in some cases the statute of limitations had expired. In other areas the investigators found evidence of mismanagement, improper im-proper practices, and abuses of privileges and position. Although these were not considered criminal, they are serious enough to require board action. FHA To Hold The U.S. Government is now offering homes through public auction for the first time in many years, said Eldwin K. Lane of Lane Realty, 970 W. 100 S., Orem. Lane, a licensed broker auctioneer, auc-tioneer, said auction is not the same as foreclosure. Often the loan is assumable and homes are reduced as much as 30 percent in price. Second, unprofessional conduct and violations of public trust on the part of some district employees. Although the court lacks jurisdiction to correct these problems, the board of education has a clear responsibility to do so. In accordance with the court order the investigators declined to reveal names, but did cite specific instances of misconduct in sufficient detail to permit corrective action. The information was presented verbally. No written report was transmitted to the board. Although action has already been taken to correct some of the problems that existed, the board of education is evaluating the in- formation given by the investigators and plans to take further corrective actions as necessary. Inspectors are investigating cases covering every type of fraud scheme - including many in which the mails are used only indirectly, yet sufficiently suf-ficiently to bring the promotion within the provisions of the mail fraud statute. A lonely individual lured through misrepresentations into taking dancing lessons costing thousands of dollars usually doesn't realize that promoters of fraudulent schemes are violating postal laws through advertising and correspondence relating to the scheme which is sent through the mail. While mail constitutes a principal prin-cipal artery of commerce for legitimate business transactions, there are come unscrupulous mail users preying on the unsuspecting or gullible purchaser. Selling through the mail is also popular with promoters of fraudulent schemes because they are protected to a certain extent from dissatisfied customers by distance and anonymity. MAILING LISTS The growth of direct mail advertising ad-vertising and the availability of mailing lists for almost every social, ethnic, and economic group in the country gives the fraudulent promoter access to groups most vulnerable to his schemes. Older persons, particularly shut-ins, are subject to the full force of promotional material coming through the mail. . Too often the legitimate mailing list becomes a working tool for the promoter who knows that a certain percentage of every thousand solicited will respond, regardless of what is offered for Sale. From experience ex-perience the promoter knows that many victims will not bother to complain. Yet, complaints from the public provide the principal basis of . investigation by postal inspectors.' In some cases the public feels it has been cheated when, in fact, there has merely been a misunderstanding misun-derstanding over the good and services ordered. The Postal Service has no authority to recover money or property or take any action to adjust transactions which are unsatisfactory, un-satisfactory, or the customer doesn't feel he got his "money's worth."
