Show New Council President Named For Doy Scouts Dr. Raymond E. Beckham Beck-ham of Provo was elected elect-ed President of the Utah National Parks Council-Boy Council-Boy Scouts of America at the Council's Annual Business Meeting held December 1978, at the Provo City Center. Dr. Raymond E. Bech-ham Bech-ham is a Professor of Communications at Brig-ham Brig-ham Young University. He has been affiliated with BYU since 1949 ina variety vari-ety of administrative positions, he organized the BYU Evening School, BYU Travel-Studies Department, De-partment, Aspen Grove Family Camp, and supervised super-vised the planning and construction of the BYU Alumni House. TTTT T 1111 waiKe DWR-Shell Oil Crews Finish Spill Cleanup Crews from the Division Divi-sion of Wildlife Resources and the Shell Oil Company have completed most of the cleanup following an oil spill in southern Utah. The December 21 spill on the Femont River south of Loa has killed about 50 ducks and several muskrats, according to Bill Geer, a resource analyst with the DWR. Geer says that the spill will have little impact on fish since the portion of the Fremont River on which the oil was located moves slowly. The oil remained on the surface and had little impact on fish and aquatic insects. A The spill occurred when the driver of a truck owned by R.W. Jones Trucking Company of Vernal - but working for Shell Oil - flushed 50 or more gallons of diesel oil into the river. A spokesman spokes-man for the company said that the driver was attempting at-tempting to fill the truck with water when he pushed push-ed the wrong lever, discharging dis-charging the oil. Geer says that biologists biolo-gists suspect the ducks died from hyperthermia -loss of body heat - due to the coating of diesel oil on their feathers.
