Constitution Day Gives Orem Citizens Pause to Consider, Study Priceless Freedom Document Although history teachers at Orem High High School, Orem Junior High High School, Orem Junior High will likely make mention of it in their classes today, most other Orem resi dents will take little, if any, not? of Constitution Day. It was on Sept. 17, 1787-just 177 years ago today-that the United States Constitution was born. It was the result re-sult of four months of hard work arH. compromise to produce a document which could not only meet the needs of a young republic, but which could also grow to stabilize the government of the world's mightiest nation. AT TIMES THE CONSTITUTIONAL Convention was nearly wrecked by the struggle between the large states and the small states. The small states supported the New Jersey Plan, which proposed that the states" have equal representation in Congress. The deadlock over this issue was broken by a compromise, proposed by Roger Sherman of Connecticut. It provided pro-vided for equal representation in one house of Congress and proportional representation in the other. This plan became known as the Great Compromise. Comp-romise. OVER THE YEARS the scope and application of the words of the Constitution Con-stitution have chanci. This has come au)ut through the passage of 22 amendments and through the adoption of federal laws. In many cases, the Constitution provided only a very broad framework of government, and left to Congress the task of working out details. Here in Orem, as in the rest of me unuea aiaies tnis election year, there are widespread differences among , people regarding their views on the interpretation in-terpretation of the Constitution. Generally speaking, the conserva tive viewpoint is that the power of the federal government is restricted by the Constitution to perform only those things specifically permitted. THE LIBERAL viewpoint, briefly, holds that the federal government un der the Constitution is empowered to ao tnose things for the benefit of the people which are not specifically prohibited pro-hibited by the Constitution. In the 1964 presidential election, Sen. Barry Goldwater is said to represent repre-sent the conservative view, and Pres. Lyndon B. Johnson is said to represent the liberal view. Between now and Nov. 3 the American voter will be deluged by an avalanche of campaign oratory and literature designed to influence the election.
