Wat-kins Wat-kins from his government post in the Indian Claims Commission. Prior to moving to Washington, Watkins lived in Orem. One of the reasons for his resignation is reported to be his wife's ill health and it is rumored they may return to Orem. By Richard Harwodd Washington Post Staff Writer The appointment in 1954 of a select committee to investigate the conduct of Sen. Joseph McCarthy Mc-Carthy produced a memorable, if transitory, bon mot: It's sort of like throwing a lion into a den of lambs." The lambs prevailed. McCarthy as the committee recommended, was censured. He died soon afterward. after-ward. The chief lamb in that episode, Committee Chairman Arthur Vivian Watkins of Utah, has not only outlived McCarthy but is planning to live long enough to retell re-tell the whole story in book form. He is resigning from the Indian Claims Commission, he announced announ-ced yesterday, to begin work on his memoirs Oct. 1. There are a lot of things about the McCarthy case that have never been told before,' Watkins said. You'll have to wait for the book to find out what they are. He was terribly bitter and vicious toward me after it was over. At 80, Watkins could easily play the part of Virtue in some unwritten American Morality play. Watkins Integrity Award was created cre-ated to be given each year to some deserving Congressman or Senator. It was an impressive tribute for a man whose political was affiliated with Tigerettes, Sapere Aude, National Honor Society So-ciety and while in college pledged the Chi Sig Sorority. Mr. Tolbert attended Commerce Com-merce High School in Georgia and is also a student of CSU. He is serving as President of the Tau Kappa Epsilon Fraternity and is a member of the Physical Science Sci-ence Club. He was unknown outside Utah when he was elected to the Senate in 1946, and he was virtually forgottin outside Washington when he was defeated by Democrat Demo-crat Frank Moss in 1958 and wound up as an Indian Claims Commissioner. He remembers, .although few others do, that in 1950 he was one of the only two men in the Senate (the other was the late James Kem. of Missouri) who opposed President Truman's unilateral commitment of American troops in Korea. He thought then and thinks now that 'war by executive order is not constitutional, and that only Congress should make such decisions. de-cisions. He sees a parallel between be-tween Korea and Vietnam and quietly insists that .President Eisenhower would never have committed U.S. troops to a land war in Asia. But I don't want to compare Presidents," Watkins says. "I'm still in the Government myself. His role in bringing about McCarthy's Mc-Carthy's censure made him a hero to civil libertarians but it brought him much criticism from friends and relatives and, in Watkins' opinion cost him his Senate seat. Telephone Call Thrills Parents A telephone call last Wednesday Wednes-day morning brought a cheery good morning to theMerlinFinch home and, according to Mrs. Finch; 'tickled me down to my toes." The phone call was from their son, David, who wasonaRestand Relaxation reprieve in Hong Kong. PFC Finch is a first gunner in a mortor platoon in Vietnam. This was the first time in 10 months he could say 'mom" aloud and be answered. Mrs. Finch said the connection was perfectly clear and was timed to reach Orem just before Mr. Finch left for work. There was almost one slip-up, however. The call was expected onSeptem-ber onSeptem-ber 14th and, while it was the 14th in Hong Kong when the call was made, it was still the 13th here. David will remain on active duty in Vietnam until November 26 and then will return to the United States for six months duty.
