An amendment to the federal constitution consti-tution for a uniform marriage and divorce di-vorce law will be considered at the biennial convention of the General Federation of Women's lubs, which opens here tonight. The tentative draft of the amendment proposes four clauses for divorce, physical or menial men-ial cruelty, proven infidelity, desertion, deser-tion, for one year or more, or habitual habit-ual drunkenness . It would prohibit marriage of girls under lti and boys under 18 years of age, and would require re-quire the written consent of the parents par-ents for the marriage of a girl between be-tween 16 and IS years, and a toy between be-tween IS and 21 Medical certificates prior to marriage, the publication of bans and the vesting of the custody of children In the mother are other features of the proposed amendment. The convention will be formally opened tonight by the national president, presi-dent, Mrs. Thomas G. Winter of Minneapolis. |
