The laborers threatened to burn the valuable bridge unless they were paid for the work done; a force was sent from the city to quell the riot. The Naval Court Martial, now in session here, has the case of Paymaster Lockwood up; his defalcations commenced with the small sum of $50., but in six months it ran up to $5,000. Havana, 14. On Tuesday the 8th a naval duel took place outside the port between the German gunboat "Meteor," with 3 guns and 60 men, and the French war steamer "Bouvett," with 5 guns and 80 men, in presence of the Spanish war steamer "Hernando Cortes." The "Bouvett" opened the contest by firing five shots, which the "Meteor" promptly returned. The "Bouvett" then attempted to board the "Meteor," but her rigging became entangled, carrying away her main and mizzen masts, and injuring the screw of the "Meteor," which sent a shell at the same time right into the side of the "Bouvett." The latter, finding the "Meteor" unable to move, and seeing that her own capture was certain if she remained, steamed off as fast as possible into Spanish water, the "Meteor" continuing to fire on her. The "Meteor" was accorded the victory. She had 3 killed and 1 wounded; the "Bouvett" had only 3 wounded. A grand banquet is being arranged for the officers of the "Meteor" by the German residents, who are highly elated. The Court Martial in session here has condemned to death all the leaders of the rebellion, the members of the various Cuban J untas, and all other persons who have been instrumental in the rebellion, but who are now absent from Cuba; the estates of all such will be confiscated. Baron Brunow, the Russian minister, at the French court waited upon Earl Granville last Wednesday, and handed him a dispatch intimating that the government of Russia considered the treaty of 1856 dead, upon the grounds that the consolidation of the provinces in Roumania were contrary to the strictures and conditions of that treaty. The dispatch further states that the Turkish Government had not in good faith kept the terms, but had violated thecleventh article of the treatry of 1856, by permitting ships of war to enter the Black Sea. The English Cabinet held two meetings subsequent to this declara tion, which resulted in the sending of a special envoy to King William's headquarter at Versailles. The spirit of the Cabinet at its meetings was warlike. It is understood that Austria has signified her intention of supporting England in whatever action the latter Government may take. Later. It is reported that Count Von Bismarck denies having a definite agreement with the Russian Government on the Eastern question. The English Cabinet believes that a clear declaration by the Prussian Government would materially assist in the peaceful solution of the present complications. It is announced that Odo Russell, the envoy dispatched on Thursday, by the English Governmentto Versailles, is the bearer of dispatches to Bismarck, expostulating against the temporizing of the present Russian policy. 8.15 p.m. It is stated upon prominent diplomatic authority that the Russian demands through Count Gortschakoff for the revision of the treaty of 1856 are the result of an arrangement with Prussia. These demands have been forwarded to the Foreign Offices of all the contracting powers to the treaty. A dispatch from Vienna states that Russian diplomatic representatives at Constantinople, Vienna and the Court of St. James, have tendered these Governments official notifications that Russia is no longer bound by the treaty of 1856. in the department of Doubs. His offence consisted in subscribing for a portion of the new French loan. The Prussian Government has permitted Marshal Canrobert to resido at Stuttgart in Wurteniburg, Marshal Le lia'ui' in Rhenish Prussia, and Marshal Bazaine at Aix La Chappclle. Brussels, 14. The Belgiun Government is negotiating with the authorities at Tours and Paris to prevent the inundation of marsh lands around Dunkirk. The French military authorities have contemplated taking this step as a means of defence against the Prussians, but Dunkirk is so near to the Belgian frontier that Belgium herself would be the greatest sufferer. It is thought that the negotiation will be successful. Versailles, 14. General Vort Der Tann, in his official report to headquarters, announces that, in the battle before Orleans, on the 9th, he lost 62 officers and C67 men killed and wounded.
