And be it further enacted, That in all prosecutions for bifamy, concubinage, e adultery, the lawful wife of the accused shall be a competent witness-tthe "first and prort-botsubsequent Carriage or marriages of her husband, but for no other purpose. Sec. 14. And be it further Mauted, That the statutes of limitations shall not bar a prosecution for any of the crimes specified in this act, nor for the ormo of bigamy, concubinnge or adultery, hereafter committed. Sec. 80, And be it further enHCtcd, That upon complaint matin in writing, upon tho oath of some person of full age, to a district or probate court of the said Territory, or to a judge of cither of said courts, that any person has been convicted before a court of said Territory having, jurisdiction thereof, of the crime oflrigomy, polygamy, or of any adulterous or incestuous tnarriago, connection or relationship forbidden by tbig act or any other law' of the United States; nnd that such convicted person has a wife or children, whether such children be legitimate or not, or, woman or womon, or concubine or concur bines, with whom he has lived or cohabited, or claims as a wife or wWes, dependent in whole or in part upon said person o convictod for maintenance or support; and that such convicted porson has property, real or personal, or both, giving tho value thereof as near as (he affiant can estimate, and where the same is situated. Said court or judge, upon the reception of said complaint, shall, by order, rofer the matter contained in said complaint to somo competent officer of either of said courts or some competent attorney of said courts duly licensed to practice therein, to tako proof of the matter set forth in the said complaint, and report to the judge or court making the order, tho facts fonnd by said referee. The said referee,, before entering upon the duties thus assigned him, shall make, subscribe, and swear to an oath in writing that he will in all things faithfully discharge his dhty and make true report as said referee, which oath shall be appended to his report to the court or judge. That said referee shall cause notice in writing of not less than ten or moro than twenty days to be served upon the person or pennons having possession oT the property, real or personal, of the .person so convicted (if any person or persons has such custody or possession) prior to the day of the reference, fixing the time and place of such reference, and stating the object thereof. That if upon such hearing by the court or judge, or upon tho rcport of a referee, the court or judgo shall find and adjudge thatthe facts stated m the said complaint are true, the court or judge shall have power, snd is directed from time to time, to order tho sale of so much of the personal property aforesaid as shall be needed for tbe support and maintenance of tho wife, concubines and tchthlren aforesaid, until such time avkun such persons can procuro labor or means to support themselves: and when the personal property is exhausted, or in default thereof, the said court or judge shall in like manner order the sale of the real estate. That sueh sale shall be by pnblie auction, in tho day time, and upon due notice; in case of personal estate, ten days, and of real estate, thirty days. That tho chief justice of tho said Territory shall make and publish general rules providing for the sale of property, and the notice of such sale not inconsistent with this act, as may b jnst and necessary to secure a fair salo of the said property, and to prevent fraud ami oppression. That when the court or judge shall order a sale as herein beforo provided, he shall also, by order, appoint some competent and trusty person receiver of the property and effects of tho person convicted, or so much thereof as he may deem necessary. That said receiver, upon giving sucli security for the faithful discharge of his trust as the aid chief justice shall by general rules also prescribe in such cases, shall take possession of the proporty embraced in said order, and sell the same as herein before directed, or make such disposition of tho same as the court or judge before whom tho proceedings were instituted, and not inconsistent with this act, shall dircot. A Bill now before tho House of Representatives is introduced for tho purpose of making some very important changes in the naturalization luws of tho United States. The term of five years rcsidenoo previous to admission as a citiion, is to lie edueed to throe years, and the notice of intention, instead of being given two years before making application, maybe given only twenty days previous. With a few exceptions the power to naturalise is to be confined to the United Stales Courts exclusively. But the judgment of tho Court, declaring the right of any parson to citizenship, is not to take effect ueil six months have expired from the date of the .decision. Only ono year's previous residence is to be required of either soldiers or sailors who have been honorably discharged from tho nervice of the United States. Applications for admission to citizenship, may be referred, by the Circuit and District Courts, to a District or Circuit Court Commissioner, or to a Register in Bankruptcy, who is to bo specially designated by official order, and who will be empowered to receive testimony and report to the Court with his opinion thereon. If at the time any conn plaint is filed, as provided in this sectioti, or any time thereattef, it shall appear to the court or judge that there is dunger of the real or personal property sought to bo reached by' proceedings under this section being lst, removed, secreted, sold, assigned, or otherwise disposed of, the said court or .judgo shall issue an attachment, directed to the marshal, or an assistant marshal, of Baid Territory, directing him to seize, and take into his custody, the property aforesaid, or such portion thereof, as the court or judge shall direct, and to hold the same until such proceedings are discontinued or the property is transferred by the order of the court or judge to tho receiver appointed as aforesaid. After such attachment is levied, or after notice, as prescribed by this section, of the hearing by the referee or court of the matter stated in tho complaint is given, no sale or other disposition of the property attached or proceeded against shall bo vulid or effectual, except in pursuance of said proceedings, and all sales made in pursuance of this section shall confer title of tho property sold in the purchaser thereof. If, at tho time or at any time after the facts in tho complaint stated in this section are judicially established sb herein provided, it Khali appear to the court or judge that a buIc for a fair price of the.property, real or personal, as contemplated herein, cannot be had, or it shall be, in the judgment of the court or judge, best for the interest of all the parties interested to assign, for Buch temporary use as may be needed, to the persons sought to bo relieved by this act, the whole or any partof the real or personal aforesaid, to be distributed among the bencficiares as shall bo required bj their several necessities, the court or judge shall make an order to that effect, assigning specifically the property to the use of the person to be benefitted thereby, and designating the length of timo tliut the property shall be so used, Which shall in no case exceed two years; and the receiver appointed. in the case shall see to it that said property is properly used .and not injured, wasted, or destroyed, more than the natural wear thereof. And any disposition by the party owning said property to interfere with tho use aforesaid shall bo void. The chief justice of said Territory shall mako and publish such rules and regulations prescribing the fees for executing the provisions of this act, with reference to sale, use. or other disposition of property, to be paid io ine several omccrs engaged in the execution thereof, (but the judge or court before whom the proceedings are taken shall be entitled to uo fee), as shall be just and necessary, and the court or judge, upon proof on oath of the services rendered, shall tax or adjust the fees in eacn case before him, and said fees shall be collected out of the property attached, assigned, or soul, and collected out of the personal property, if any, and if none, or there is not sufficient, out of the real estate. When proceedings under this act are commenced before one court or judge, such court or judge shall have exclusive jurisdiction of the samo until the finrtl termination thereof, except that for cause show n tho chief justice of said Territory can by order remove tho said proceedings before any district court or judge, or before himself, .and continue tho same before such otlrjr officer or tribunal. Sec. 31. And be it further enacted, That the Secretary of .tho Treasury is hereby authorized and directed to alfurd sueh temporary relief tto destitute persons in said Territory cannot be relieved under tho last section, and who are not convicted of crime and are reduced to destitution by the enforcement of the laws against polyjramy. as in his judgment may be necessary and proper, to an amount not exceeding $100,000; and he may prescribe and enforce such rules and regulations to obtain correct knowledge on the subject, and to carry out the purposes hereof, as he may deem proper and necessary. Sec. 82. Ana te nt further enacted, That the President of tho United States is empowered and directed, when in his judgment it shall bo necessary to en force the laws of said Territory, or tho convictions and sentences of the courts thereof, to send such a portion of tho Army of the United .States to said Territory as shall tie 'required therefor, and in cafe a sufficient portion of said Army cannot with safety be detached from duty in other portions of the country to accomplish the same, tho President is empowered and directed further to accept and receive into the military scr-viof the United States volunteers to tho number of not exceeding forty thousand, and for such orui of service as ho may deem proper, not exceeding two years. And the Secretary of War is directed nd referred to make such rules and regulations for tho movement and transportation of the troops and the enlistment of volunteers as shall be ne cessary. It was pretty generally believed that the Bill was too violent and rabid to command the serious attention of Congress; but, although it is clipped so far as to defeat to a great extent the of its authors, it has been sustained by a large majority in the House. The Senate has now to consider the matter and it is quite probable that the Bill .will receive further modifications from that honorable body, if they do not altogether reject it.
