I hereby give Public Notice that no orders emanating from this 1 ,1 Office 1 will bo acknowledged unless is arising' land the at the centralizing throughout' and despotic policy of the administration that the Ilads fear lest the discontented of the North will unite with the exasperated of the South, and at the next Presidential eleotion hurl down to their own level those who have mounted to oflice on the debris of the late war. To prevent this a pretext is held forth fur sending U. S. military into the South, without the wishes or consent of the Governors or Legislatures of the sever 1 States, thus establishing a military despotism, under the supreme control of President Grant. The pretext is Ku Klux. There is no doubt that such an organization as tbe Ku Klux Klan exists, and that deeds of violence have been done by its members. Driven to the verge of madness by the indignities to which they have been subjected since the State Rights doctrine died at Richmond, the unfortunate Southerners, in revengo for Loyal League depredations have organized for their own defence, and havo committed many lawless and inexcusa ble acts. But these deeds of violence have been exaggerated and amplified to monstrous proportions by designing politicians, to cover up their plans for the further humiliation and ultimate complete enslavement of a conquered people. Ku Klux is a party "cry." As sch it means death and destruction to Southern opponents of Radical schemes, and dangerous power placed in the hands of a military President. Ample authority, ability and foree exists with the State authorities to extirpate illegal secret organizations. But if the Ku Klux is wiped out, the Loyal Leagues must be disbanded. If lawless Democrats are handled without gloves, murdering Radicals must not be allowed to slip from the grasp of the law. Equal justice, equal liberty and equal rights for all creeds, parties and colors without coercion or favor is what is needed in the South. Universal amuesty will do more to establish peace in a year than all "The restrictive, coercive and repulsive measures tho Radicals can devise till the day of doom. But this is not what the extremists want. Their heels are on the neck of the South ami they wish to grind it into ihx dust. But there is a limit to all human endurance, and if tne present unwise and unconstitutional policy is pushed to its extreme, there ia danger of another rising of desperate and determined men, which will convulse the whole nation, bring anguish and despair to millions of firesides, aud reproduce in a multiplied form all the horrors and miseries of the bloody struggle of Four Years. What "CeiilileH" Say. Ml Revolution, The new Freneb revolution is a living fad. ' begotten by reckloss ambition and koruof anarchy; it hasjifted up its head before the world and. received th baptism "of blod. Civil war is now inaugurated once more in sunny France, and its gloripus capital, beautified and ' unrithtd under the ajreng but generous hand of the Third Napoleon, is in the bands of the murderous "Reds," and in danger of defacement? and' ruin from efforts made fur its redemption, , On Saturday last the first engagement between the Revolutionist and Government troops took place at Courbevoie, Iowa ubout sis miles from Paris, on the Paris and Versailles railroad, in the department of the Seine. The insurgents were routed, a few weie taken were prisoners and about twenty-fiv- e killed. On Sunday, fig ting was continued in the suburbs of Paris and the guns on Fort Valerien were opened against the rebels; many were slain in the conflict and the prisoners taken were shot. On Monday, the insurgents massed at Meudun, about five miles from Paris, 60,000 strong, with the view to make an attack on Versailles, and after a fierce battle of three hours, defeated the troops which had been sent out to oppose their march. The Government, which is established at Versailles, has no child's game to play. The Communists are in earnest and it is idle to parley with them any longer. The revolution must be effectu ally crushed at any cost and at once. Louis Napoleon would show how it could be done, if he were the Government of France, and the present authorities, if unable to cope with the "Reds," had better accept the aid of Germany, or its days as a Government will be few and eviL i ' ' . k . s ' 1 u :i t 1 ... in oim now ZionN t in the different Settlements.
