It is said that in St. Louis alone titty thousand barrels of wlnakey have escaped the tax through the connivance of the revenue officials with the distillers and rectifiers, and tbe amount of which the government has been defrauded annually is placed at twelve hundred thousand dollars; of this amount the dishou-,es- t revenue officials have receive I about forty per cent. The mode of 'swindling comprised tbe duplicate use of stamps, the refilling of barrels regularly stamped, and various other devices, the successful issue of which depended entirely upon the connivance of revenue officials of various grades.
