From tfaa Territorial L'ntnrprise, hole Jnlj 27th Lust ingot about 11 o clock an alarm of fire waa sounded, whioli brought out all the tngihe companies, hut no tire who seen and nmny went away, supposing i1 had been a fal.ie ularai. A fire had been kindled, however, but had been discover ed and extinguished before the fire belle sounded the alarm, and u men bad beeu caught, almost .in the very act of kindling llie fire. Oiliuers Haytou aud Simpson, being on the lookout fur trouble on North C street, were taking a stroll in that part of the town when the cry of 'fire'' was heard by them. ; The outcry was made by M idame Torres, who keeps a Siiloou on North C street, two doors north of the residence of J. J. Cooper. The officer named and one or two otheis who happened to be near ran lo the saloon and were informed that the fire was in the rear of the premises. Rushing back through the saloon and up two short tigiag flights of Starrs, to where there was a large addition to the mail building, they fo'ind a very lively fire going. ,A bucket or two of water judiciously applied subdued the fire, ' which the oficers saw at a glance was an Incendiary one, Feeling sure that, the person who had kindled the fire could hardlv hue escaped from the build. ng, the officers began searching for him.' Soon tbey found a man accreted under ne of the stairways and dragged him out from his hiding place. t He proved to be a Frenchman known as "Frank," a man who sleeps iu a portion of rear building-Th- e officers at onca tnarcbed him off to the Statioa-houtKbeing detet mined lo make sure of him in their hands., He had little or nothing to say while on his but prevpiration way to the lock-up- ,' poured off. his face almost in streams". Iu company with, Bell of the. Fire Department, and several (other gentlemen, we went and took' a eurvey of the promises where the incendiary attempt had been made. Upon arriving at the place of Madame Ton es, we iound officer Haytou aud Simpxou there, they having just, returned' fiom the Statiou-housto make a more ciiical inspection of the, place than they had before been able to effect .n, We found that tho boards forming the side ota room in which a brother of Madame Torres was sleeping bad been saturated Aith, cual oil; aorae pieces of ourpet, ana a Ioi of canvas t lying against these boards had also been covered with coal oil, and, betides this, there was piled up a lot of fine Iceudlipgs of pine Wood (piece f boxes eplil up), and these also were saturated with the oil' Iu short, the whole train was well laid for an ugly fire, and in half a minute more the tiro would have hid uch a Mtartthal tho whole building would have been wrapped in flames before an engine oould have been got to work. As it was, tho ride of the room 'occupied by the brother of tha landlady was scorched to the heijrth of seven or eight feet, and the canvas and, othr stuff much burned. That the fiend had intended to burn alive, all in the house there can be no doubt. In order to make sure , of the brother of Madame Torres, he had tied his door on the outside iu such a manner that it could not be opened, and the man was unable to get out until the door bad been juntas! eued by the officers. LaKt evening he bade the daughter of Madame Torres good-by- , saying that he would never see her' again. He also said: "No; and you will never see your mother uor your unule again; will I ever see you agaia." The daughter, a girl ahout Iti year of age, neked him what he meant l: talking so, at the aarpe time snying it was all nonsense. He then desired to bid Madame Torres good-by- , but she told him to "go along mii J nut act so foolishly.", Ho still said tLat he wauled to bid them all good-by- , ), . , 4 L.Arri?aI A Ci-ie- f e . - , ; ! i , nr as be would not see them again, - but finally weut off to his bed. It is said he is greatly smitten with Miss Torres, who would have nothing to do with him, and it is supposed that he grew desperate and determined to burn her and wll the rest of the family alive. In this, he might have succeeded had he not kindled his fire until 2 or 3 o'clock in the morning, when tbe mother aud ail wee sleeping soundly. A fire could not have bem kindled in a worse place. All the buildings are frame and as dry as tinder. Tne saloon and other buildings (there is a perfect jumble of them and of stairways, sheds aad porches), extend all the way through from C to B fctreet, and all the buildings udjMniug are of In takwnod and equally intlauimable. where the tbe look at place ing a second concealed under bad been incendiary the stairs, a bottle of nitric acid was tound. The bottle would hold eight or ten ounces, aud was lying on its side uncorked. Most of the acid thus run out, but there still regained two or three oUQces. It is thought that had th fellow not been caught so soon it was his intention to swallow a quantity oftbe acid and remain and allow his body lo te burned with those of his victims. Af ter the finding of the bottle it was the opinion of some that he had already taken his dose, but upon r turning to and bringing bun out die Sintion-hous- e of bis cell he exhibited no symptoms of lieing poisoned, though he asked for water us soon us the door of his cell was opened. The man is about thirty years of age. tdiort and: heavy set; has a full round face and bullet head and was very shabbily dressed. The only name that any one seemed to know him was by that of "Frank." Some said he was aleiicon and not a Frenchman, but the Torres family said he was French. The police know li i in as a bummer who has for a long time been loafing about feveral Spanish bou-c- s in. town. Officer? liny und Simpson deserve vrcut credit for their proiuiptnes's of action in rushing into the building nnd extinguishing the flames,' nnd also fur their shrewdness in ferreting out the incendiary. iu , A Human Jlonslcr.
