The members of the commission are not to be members of the city government. The bill which is effective at once provides for the apo:1 pointment of the three members the the civil service commission by mayor with the consent of the other members of the city commission. One member is appointed for two yean, another for four years and the thin for six years. Thereafter a new member will be appointed every two $5 per day yean.
