There will hardly be a day during the month wherf something is not doing in the show or convention line. These shows and conventions will greatly stimulate the livestock interests and maintain Ogden as the center of the livestock market of the intermountain region. AN IDEA THAT WORKED There is a man down in Baltimore by the name of William J. Casey, president of the Continental Trust company, who had an idea which was practical and which is saving the people of Baltimore millions of dollars in taxes. The idea was so simple, like all great ideas, that it seems remarkable that it was not tried before and that it is not now universally adopted. Baltimore was in a bad way in .regard to taxation. Mr. Casey was a business man and taxpayer. lie saw, as anyone else can by looking at the tax rolls, that a few of the biggest and best managed private corporations were the biggest taxpayers. He knew that these companies had expert management and kept track of every dollar in a constant effort to reduce overhead coBts. Ho knew that the same type of management did not exist in the city government. His very natural deduction was: Why cant the men who make a success of private business help the city in its troubles If a dozen or so of the successful private corporations '.would each loan the city one of their efficiency experts, and if the city would accept their advice and recommendations, why couldnt the city bus- iness be transacted as economically as the private business? The outcome of the Casey idea was that Mayor Jackson of Baltimore and the necessary corporations agreed to cooperate along these simple lines. The result was astounding: in four years taxes were reduced from $2.90 to $2.39 per $100, in spite of greatly increased city expenditures for needed new improvements. When asked about his plan, Mr. Casey said: wlt involved two essential factors beyond my control, but wholly indispensable to making the idea operative. The first was to have the mayor of the city adopt the plan and stand squarely behind it during his administration. That was done in Baltimore and the mayor is entitled to the credit of the accomplishment. The other factor, and just as Indispensable, was the liberal fashion with which our big taxpaying corporations responded when called upon to lend members of their staff, viz., accountants, engineers, organization specialists, etc., who actually performed the work. The credit for what has been done 'should be extended to the foregoing." But the fact remains that the Casey idea worked. It will work in other cities. It is practical. It puts efficiency into government. REPEATERS IN CRIME PROFESSION New theories are being continually advanced for the suppression of crime. Most of the proposals dodge the main issue, namely, swift and effective punishment for the criminal. Why so much sympathy is extended to the criminal class by courts, juries, feature story writers, and the public is hard to understand. A survey of one of our large and comparatively well regulated cities, reveals that out of every 75 felonies committed, only one offender was ever punished. One, paroled thirteen times, killed an officer. The "repeaters" are a large, serious factor in the whole situation and it was in an endeavor to improve this condition that the Baumes laws were adopted by the state of New York. Under these laws the severity of a sentence is automatically increased for the second, third and fourth offenses, the fourth offense entailing life imprisonment. It is an incontrovertible fact that crime becomes a "profession in many cases. Prison records show that an offender is released only to be recommitted in many instances for a repetition of his first offense. Public life and property are constantly endangered by these "repeater crim inals, and the taxpayers are put to an enormous expense by endless trials and retrials. , When only a small percentage of those committing felonies are punish-edand when there are countless records showing that a criminal is apprehended time after time for commission of like offenses, it is essential that in all states penalties such as im posed under the Baumes laws, which aim to do away with the "repeater class in the "crime profession, should be adopted.
