IB SUBJECT OF INVESTIGATION, How Union Pacific and Southern cific Buolncsc Is Divided. Pa- Jan. 6. M. C. Markham, traffic manager of the Missouri Pacific, was the first witness called before the Interstate Commerce Commiseion when the Investigation of the Hand man linro was resumed.1 Mr. Markham was questioned by C. A. Severance of St. Paul, acting for the commission. The witness was asked if the Union Pacific and Southern Pacific were, prior to their consolidation, competitor for transcontinental business. Ha aald they were. Before going to the Missouri Pacific, Mr. Markham waa connected with the Illinois Central and ha said that both roads were active competitors for Pacific coast bualneaa originating along the line of the Illinois Central. "Wna there any lessening of com petition after the consolidation? It was generally understood that the competition waa leas. Mr. Markham declared that, ia hla opinion, the Union Pacific was not a link in transportation, aa contended- yentordny by the attorneys of Mr. Harriman, but, aa long na the Portland gateway ia open, it ip a Pacific oosat line In ltaelf. The witness said that before tbe con aolidatlon, the Union and Southern Pacific were competitors for the south era California fruit trade and for passenger business also. Mr. Markham was cross examined by Mr. Mllburn, who fbok exception to the statement made by the witness that the Union Pacific waa an independent Pacific line. He naked the witness if the Southern Pnciflc, acting na an independent line, could give to the Union Pacific a large or small amount of enstbound traffic at Ogden. I don't know whether it could or not.' There. are Influences at work which would prevent it. "But the Southern Pacific, as an Independent line, might do this? "It might, and destroy Itself." dir. Mllburn then asked If the Union Paoifio via Portland to San Francisco was to be compared to a direct line west of Ogden. The witness replied: "The rate settles these things and rates can be made as low vis Portland to Ban Francisco as by any other route." Mr. Markham said that, while acting as assistant traffic manager of the nilnola Central, It was understood that traffic originating west of n line drawn from Cairo to the vicinity of Cleveland was to go west via Ogden. Traffic Originating east of that line waa to go via New Orleans. Mr. Mllburn brought out tbe statement pint In nil Pacific coast traffic originating on the Illinois Central, tbit line and the Southern Pacific must he factors, his object being to show that, however the traffic went, the Southern Pnciflc was certain to be an element and could not be In all cases construed ns n competitor of the Union Pacific. Commissioner Lane naked the witness if be considered nil transcontinental line ns competitors to tha extent that the Canadian Pacific la a competitor of the 8ontbera Pacific. The witness replied In the affirmative. Commissioner Clements naked when the Union Pacific and Southern Pnciflc were competing for Illinois Central traffic, the rates were identical by both Mnea, "The published rates were the same," he replied. In answer to questions by Commissioner Knapp, the witness said that the only difference to the Illinois Central made bv the combination of the two roads, was that of the freight that the Illinois Central was compelled to ship via Omaha, which would have otherwise been taken by New Orleans, making a low to It of a tdOtnlle haul and a corresponding loan in revenue. The next witness was J. C. 8tubbs, traffic director of the Union and Southern Pacific systems. Answering manr questions, Mr. Stubbs said that the rates from Pittsburg to the Atlantic Chicago, trans-oontinent- - ren via tbe Morgan Steamship lines so expenditure Southern Pa cldc to Cailtornlj. isbuut 8)5.tiu0.0riti of w.iicli 4i2.'i)'.-OtH- ! uud are the same as those via the yeu is for ordiiurv route.
