Curtis, superintendent of Washington playgrounds, and other speakers at a playgrounds banquet," givi-- under the auspices of the Washington Play grounds association. Mr. Bouiell explained the object of his bill, now pending in congress. President Roosevelt, In a latter addressed to Cuneo H. Randolph, president of the Washington Playgrounds association, strongly commends the renewed Interest In play snd playgrounds throughout the country. I hope that soon all of our schools win provide the place and time for the recreation as well aa study of the children. Play is almost the only method of physical development for oar children and wg must provide facilities for it if we would have the children strong If we don't allow and the children to work we mast provide some other place than the streets for their leisure. If we are to require the parents to rear the children of the country for the service of the state, tho stats should make the education an oleaaant aa possible. City streets are unsatisfactory playgrounds for children because of the danger, because most good games arq against the law, because they are too hot in summer, because in crowded sections oT the city they are apt to be schools of crime. Children who would play vigorous games must have places set aside for them: snd since play is the fundamental need, playgrounds should be provided for every child as much as schools. This means that they must be distributed over the citlet In such a way as to be within walking distance cf every boy and girl, as most children cannot afford to pay straet car fare.
