They counted on certain Democratic votes in the committee to give them a majority, but the hesitancy of these Democrats in committing themselves to the amendment upset their plans. The Democrats said they desired to consider the Knox scheme before agreeing to vote for It. Aa a result Senators Tillman, McLnurin and Foster conferred. They took into their confidence the Knox plan, an amendment prepared by foe conservative Republican and the plan in various other rate bill, with the Intention of deciding between them.
