It will be observed that no restriction is placed upon the number that may be appointed. Seventeen republicans voted for the proposition when the bill was in committee ol the whole, including Horace Dtvis, Garfield, Kelley, Hiscock, Rice, Harris, and others of prominence, but when the amendment came to a final vote by yeas and nays, all republicans acting under Garfield's own leadership voted against it with the exception of 3utlerworth, Ohio.
