The aggravation oi the burden of taxation on the people, resulting from this increase as well as from the increase of the peace status of the army, is simply justified by a reference to the recent developments of the military strength of the surrounding nations. Thus in verified the assertion made in the Federal Diet on the occasion of the deliberation on the economical r;form plans of the Imperial Chancellor : that the increase of imperial income would not be applied to the alleviation oi the material condition of the people, but would simply be sacrificed to the insatiable Meloch of militarism and hence render the government the more independent ef the national representation and reduce the en sence of the Constitutionalism in Germany to a mere semo pre-va'li- blance.
