Smith the report was Ordered spread upon the minutes and referred to the committee on claims and appropriations, with instructions to incorporate in the appropriation bill the amount asked for. Councilor Caine presented a report uf the iiisnue asylum of Salt Lake City, showing the cost of the same aud 4ta receipts and disbursemants from Us commencement to the present time, and Bked its reference to the committee on municipal corporatioos and townsites, to be considered in connection with that portion of the governor's message relating to an insane asylum. The report was so referred. Councilor Caine presented a bill for "An act to guard the sanotity of the nominative franchise " Referred to the committee oa elections. Councilor Harrington presented a bill for "an act regulating procedure in the Frobate courts," and recommend that it be placed on its passage. The bill passed its first reading, and pending its hitwas ordered to be her consideration printed. A communication was received from the House announcing that they bad penal code" and returned passed it for enrollment. Councilor Caine, in behalf of the commiltee on judiciary, to whom was referred "An act providing for the eleotion of couuty prosecuting attornys," reported back said bill, amended, and recommended its passage as amended. The report was accepted, the bill, as amended, read, paused, and ordered sent to the House for action (hereon. Councilor Woodruff, chairman of on claims and appropriations, to whom was referred the petition of Harrison Edwards asking for compensation for "service in visitiug publiu prisons," reported tbat tbey could not find any statute of tue territory requiring such service or providing for its payment.and recommending that the petitioner have leave to withdraw bis petition.
