In the Senate, at the expiration of (he morning hour, the Louisiana cage was taken, up, and Morton moved that the case of Pinchbeck be recommitted to the Committee' on Privileges and Elections, and the committee be intrusted to send for persons and papers and invesiigate the conduct of Pincnbeck in connection with . said election. c Hamlin offered an amendment to the motion, to the effect that P. B. Pinchbeck be allowed to take his seat in the Senate upon taking the necessary oath, and that the Committee on Privileges and Elections subsequently consider the grounds upon which his seat was contested, and report to the Senate. Morton then reviewed his argument of a few days ago, aa to the validity of the Kellogg government, and the legality of the Legislature in electing Piuchbeck, and the general Government being bound by the decision of a State tribunal on the question of State law, or of a State Since making that argument he had received information charging Pinchbeck with procuring his election by Buch means, which, if the charges be true rendered it improper for him to accept a seat in the Sena'.o. , McCroery then took the floor, and proceeded to deliver a long speech on the political condition of Louisiana, arguing against the legality of the Kellogg government, reviewing the facts conneo-te- d with his election, and quoting copiously from the testimony taken from the Congressional Committee of Investigation. ' He 'contended that the Kellogg government was a fraud, put and held in power by a corrupt judiciary and by the army of the United States. concluded by urging that the State of Louisiana had been deprived of a republican form of Government guaranteed to her by the constitution of the U. S., and that the Federal Government is bound to protect the people in their republican instiiution0, whether the enemy come from abroad or from within the borders of the State. The House bill granting authority for coinage to be executed at the mints of the U. S. for foreign countries, was passed. Al o the House bill abolishing the offioe of First Deputy Commissioner of Internal Revenue. The Judiciary Committee reported back the bill to amend the bankrupt act with amendments. The additional amendments relate mostly to matters of detail involved in amendments that are already reported. The following, however, is a new, One providing important amendment: that in case of voluntary bankruptcy a discharge shall be granted to debtors when the assets shall not be equal to 83 per cent, instead of 50 per cent, as now, of the claim proved against his estate. The indications r.re that Internal Rev. enue receipts for the month will' foot up bine and a half millions, of which it is estimated one million comes from the tax on banks, leaving the balance of the month's collections about on an average of the fiscal year previous to the panic. , . The President is preparing a Message, which he will send to Congress after first submitting it to the Cabinet, in which he will make a plain, but elaborate statement of facts in connection with the Federal proceedings in Louisiana, in support of the decision of the Unittd States Court. The President is opposed to any legislation by Congress, ordering a new election in Louisiana, though he has no hesitation in saying that there is no doubt that the late election in Louisiana was an organized fraud from beginning to end for the benefit of those now in possession of the Government of that State, and that there hs never yet been a fair account of the votes; that the results have been reached by dishonest means, too well known to be repeated. Still, it is his opinion, as recently privately expressed, that Congress has no more right to order a new election in Louisiana than it has in any other State, because of a local conflict. All States now being equal in the Union, are entitled to the same general protection from illegal or unconstitutional interference by any branch of the Federal Government, as they are against invasion.
