Also a bill for an act amending an act establishing district and precinct pounds. Mr. Mann introduced a bill declaring the common law of England in force in Utah Territory. Mr. Wright thought this a strange kind of a measure to introduce to the House.; It was going back to the dark ages. For himself, he was not familiar with all the laws enacted by the British Parliament for the last thousand yaars, and before any action was taken upon this bill, he wonld like to have English common law read to the House. He presumed there were other gentlemen who could boast no greater familiarity with English law, and it would be well to know something about the subject before they committed themselves to so great an infliction. Mr.' Mann explained that the passage of this bill would not change the practice pursued in our courts. , It was de signed to establish the English common law as a basis instead of the special code now in use.
