' The "Returning Board" has done the work that was expected of it and the work meets with the anticipated reception. The returns sent in to the Returning Board gave Moncure, State Treasurer, 74,660 Dem., votes;. Dubuclet, Rep., 69,719 votes;' Moncuye's majority, 4,941. , Ihe lleturning 'Board 'gives the following figures : "Moncure, 68,586; Dubuclet, 69,544; Dubuclet's majority, 958. Moncure 's vote is thus diminished by 6,084 votes, and Dubuc let's by only 175 votes. This is a very suspicious circumstance, and it ehowa how shrewdly the returns to be rejected were selected, if it be assumed that th4 'boajfd was'expected to count in the Republicans and to count out the Democrats. , The parish pf Bienville was thrown out altogether, and that lost Moncure 779 Votes, wbich were all clear gain to the Republicans, as there were no votes for Dubuclet. ; DeSoto was also rejected, cosiing Moncure 1,000 more votes' than it "cost Dubuelot. The resl of the work was done by' rejecting parts of counties that returned inconveniently t r large Democratic majoities. effeet'of the CTha .changes made is greater and the Legislature, upon more important. " The original returns showed theelection of 38 Republicans and 69 Democrats. The rejection ef parishes and polls left the Democrats with only 52 members and raised the Republican strength to 544 The original returns referred to. above do not include the parish, of CatToll, whenco forged returns were sent, and the returning board has left some districts unrepresented; hence the discrepancy in totals, both as to Lesislaturo and as to Treasurer. ,The returning board remits to the Legis lature the question of the distriots rejected? but as the retention of pow er by the Republicans depends upon their confirming the action1 of the ard, there is no sort of doubt what the decision will be. We cannot pretend to any7 know ledge of the facts that' have been misstated or concealed on one or both sides; but these returns have certain ly a most unfortunate look. It would, of course,bo excessively unjust to the Republicans, if they were really in a majority, that,thej should be defeat-e-d by .fraud and, intimidation! i Bui we doubt if their version of the matter will be accepted by Republicans at the North, in three counties, or parishes, rejected wholly the Democratic vote was returned as 2,614, the Republican as 21S Now even if the Democratic vote were cut the State ticket would down still have been carried. The Returning Board declined to investigate the real state of the vote, or pretended that it was impossible; yet in the case of the parish of Carroll, whence forged returns were received, what was called a vote was obtained and count ed.
